Description
1. INTRODUCTION / PURPOSE The FAA Office of Information and Technology (AIT) is seeking interested companies to deploy a leadership development training course that aligns with AIT ™s Strategic Plan. 2. NATURE OF COMPETITION In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the capabilities of the market and the eligibility of small businesses, service-disabled veteran-owned small businesses (SDVOSB) or socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. The acquisition strategy for this procurement has not been determined at this time. The results of this market survey will be used as a determining factor in deciding on the level of competition. In order to make this determination, the FAA is requiring interested vendors to explain and describe their capabilities and recent past experience in performing specific tasks described in the attached Statement of Work and contract deliverables associated with the tasks. 3. STANDARD LANGUAGE Interested companies are reminded that - (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor's expense. 4. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The principle North American Industry Classification System (NAICS) code anticipated for this effort is 611430 Professional and Management Development Training with a small business size standard of $11M. 5. SUBMITTAL REQUIREMENTS FOR MARKET SURVEY Interested parties should submit the following information: (a) A statement of capabilities and past experience that address your company's capabilities and past experience for the tasks and deliverables provided in the SOW for the public sector, FAA or other government agencies. The statement of capabilities should also address the following: (1) Responses should identify existing courses provided by your company that would meet the FAA ™s needs with minor modifications. (2) Responses should include a description of experience in delivering leadership training to technical/technology organizations and/or developing leadership skills of technical staff. (3) Responses should include a description of experience in delivering leadership training to a management group that has primarily virtual or remote employees. (4) It is possible that we will require 2 courses to be delivered simultaneously in 2 different geographic locations in the United States. Describe your capability in providing this option. (b) The statement of capabilities and past experience should not exceed five pages (12 point Times New Roman font; 1 inch or greater margins; full line spaces between paragraphs). (c) A list of contracts under which your company has provided these types of services in the past 3 years must be included as part of your past experience. This list should state the contract number, customer, customer POC, a brief description of the training provided and how it relates to the requirement, and the contract total price or value. (d) SBA certification letters (if applicable). 6. DELIVERY OF SUBMITTALS All submissions in response to this market survey must be received via email at Emily.ctr.martire@faa.gov by 12:00 pm EST on 19 June, 2017. 7. OTHER Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor.
