Description
Synopsis/Notice of Intent to Sole Source for DE-AC52-09NA28609 Modification 0013 The U.S. Department of Energy, National Nuclear Security Administration, intends to issue a modification to extend Contract DE-AC52-09NA28609 for up to two years (inclusive of two, one-year options), on a sole-source basis using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," to WesDyne International LLC, I-70 Madison Exit, Gate D, Madison PA 15663-1100, to continue Storage of MOX Backup Low Enriched Uranium (LEU) for the Office of Material Management & Minimization, Highly Enriched Uranium (HEU) Disposition Program of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA). WesDyne International LLC has been identified by NNSA's market research as the only responsible source because it currently stores the MOX Backup LEU and transporting the LEU to a new location would be cost prohibitive as the DOE/NNSA considers options for a future downblending contract. Over the two year period of performance of the extension, the contractor shall continue storage of the MOX Backup LEU reserve. This notice serves as notice of intent to award a modification under the current contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 12:00pm Eastern Daylight Time (EDT), Wednesday, June 28, 2017 which will be considered by the agency. NNSA will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements submitted via a method other than FedConnect's Message function will not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any modification to the existing contact. Media inquiries should be directed to NNSA's Office of Public Affairs. Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered.
