- The Department Of Veterans Affairs, VISN 15 Contracting Office is requesting sources that are SDVOSB/VOSB that can provide the following. The close date will be on or about 06/15/2017. Statement of Work Police Radio Upgrade for Poplar Bluff MO VAMC Police Department This solicitation uses a Brand Name or Equal Description of the product required. This permits prospective contractors to offer products other than those specifically referenced by brand name. All offers must work with existing equipment that has already been purchased and is currently in use at the station. Purpose: In order to allow our officers to communicate to each other, and in emergencies, to communicate to those local police departments immediately off property at the main facility as well and the soon to be clinic expansion in Cape Girardeau where at least three officers will be stationed, we are seeking to upgrade our portable radio inventory and a new repeater that will allow connection to the VA intranet to allow radio communication between all officers without regard to their geographic location. This upgrade has been funded by EMPI. Requirements: John J Pershing VAMC requires (30) handheld transceivers and (1) repeater system, installed, to allow communication internally and externally for the Police Service. Specifications: These radios must be able to communicate on the UHF band for primary use and secondary programming for the public safety frequencies of the VHG and 700 MHZ areas of the spectrum to allow direct communication with local police and monitoring of other emergency frequencies. We need a transceiver like the Motorola APX 8000 all-band P25 portable radio. Specifically: 30 Handheld Transceivers - to include at a minimum: The radio meets military specs 810 C, 810 D, 810 E and 810 F, for resistance to shocks and extreme weather. 16 hour rechargeable battery life Transmit and receive on UHF Range 1, VHF, and 700MHz. (Triband) P25 compatible Bluetooth compatible Encryption capable Rapid charger External microphone and speaker Bluetooth microphone and earpiece Approximately 6 inch height (without antenna), width of approximately 3 inches, and around 1 pound in weight. Belt Mounted holders to fit Police duty belt in basket weave pattern 2 Extra rechargeable battery for each transceiver 1 Repeater System 410 MHz Internet capable Allow Remote access on intranet Installation: Installation of the repeater system will occur on site at the Poplar Bluff Facility Contractor will be responsible for providing all engineering, programming, installation, and final connections to hospital utilities. General Installation Installation includes all new cabling, required materials, attachments, equipment, hardware, labor, and coordination with the medical center regardless of the system or sub system being installed. Cabling All cable shall comply with VA specifications and shall be installed according to BICSI standards. Contractor to install cable in raceways, J hooks, or surface mounted raceway. Wires are not to be placed in existing trays. Existing conduit is to be utilized where possible. All cable shall be plenum rated per NEC and applicable fire codes. Any wall, bulk head, floor, or ceiling penetrated shall have a sleeve installed and shall be properly sealed per all applicable codes and hospital policy. Infection Control Policies Infection control policies shall be adhered to at all times. Contractor shall provide provision for infectious disease and dust control for all work completed in the JJPVAMC. Phasing JJPVAMC will continue to utilize the current repeating system until switchover. This installation will not interfere with existing repeating system. Period of Performance Delivery of portable radios should be within 45 days of awarding to the contract. 90 days for the installation of the repeater system. This installation will not interfere with the existing repeater system until switchover. The services covered by this contract shall be furnished by the contractor as defined herein. The contractor may be required to furnish such services on a national holiday or during off-duty hours as described below which the following meanings have: a. Work Hours Monday through Friday 08:00am to 4:30pm. b. National Holidays: The ten (10) holidays observed by the Federal Government are as follows: New Year s Day Martin Luther King s Birthday Washington s Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas Any other day specifically declared by the President of the United States to be a national holiday. c. Off-Duty Hours: Monday through Friday, 4:30pm 8:00am, and all day Saturday and Sunday. The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in the contract. Deliverables Schedule Programming and preparing all radios, equipment manuals, service work agreements and training on the equipment to be provided. Applicable Codes, Policies, Regulations, or Directives We are required to transmit for assigned frequency pair.
