Description
The Naval surface Warfare Center Philadelphia Division (NSWCPD) intends to procure for Engineering and Support Services in support of various Navy Modernization Programs. This entails providing installation and technical services for upgrading Hull, Mechanical and Electrical (HM&E) systems, and deploying technologies which improve availability, increase reliability, ship mission readiness, and workload requirements for machinery systems and components. Although the solicitation will contain a goal that 50% of all work completed under the resultant multiple award contracts shall be fulfilled by small business concerns the request for proposal (RFP) will be procured via unrestricted full and open basis. The procurement will be awarded on a Best Value Tradeoff basis requiring the submission of a cost/price proposal, and a technical proposal. The NAICS classification for this acquisition is 336611. The Government intends to award an Indefinite Quantity, Indefinite Delivery, Cost-Plus-Fixed-Fee type contract. The level of effort for the performance of this contract is based upon an anticipated total estimated level of effort of 4,876,040 man-hours. Multiple awards are anticipated. The period of performance for this acquisition is anticipated to be sixty (60) months. All interested parties may download the solicitation and any amendments at http://www.neco.navy.mil or http://www.fedbizopps.gov. All contractors must be registered with the System for Award Management (SAM) website - https://www.sam.gov/portal/public/SAM/. The solicitation along with any attachments will only be available electronically at the following websites: www.fedbizopps.gov or www.neco.navy.mil. All interested parties may download the solicitation and any amendments after the release date of the solicitation. The dates of solicitation issuance, receipt of proposals in this synopsis are projected. Upon release of the solicitation, the RFP will close at least 30 days thereafter.
