- Solicitation N00421-17-Q-0192 is issued as intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with BILLINGSLEY AEROSPACE and DEFENSE, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Billingsley Aerospace is the OEM and sole distributor of APEX-CS Helmholtz Controller. A non-competitive procurement is being requested due to the required logistics costs the Navy would incur to verify/certify a new model number(s) and incorporate the new model number(s) into NAVAIR METCAL Instrument Calibration Procedures (ICP). The above listed model number(s) have been verified/certified for accuracy, drift, temperature correlation, voltage and power. Logistics support costs shall be considered in the overall cost to the Navy when introducing new model numbers. This is a total set-aside for small business under the authority of FAR Part 52.219-6. ***Basis for Award*** This notice is intent to Sole Source with BILLINGSLEY AEROSPACE and DEFENSE. ONLY New Equipment, NO Remanufactured, and all items must be covered under the manufacturer's warranty. Similar or Substitute products will not be accepted. Vendor must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract. This can be accomplished electronically at http://www.sam.gov/vendor.cfm.
