- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Building Automation & Temperature Control Maintenance at the Stratton VA Medical Center 113 Holland Ave, Albany, NY 12208. The VA is seeking to provide for this requirement from October 1, 2017 to September 30, 2018 with the potential for four option years. The NAICS code identified for this requirement is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Anthony Murray at Anthony.Murray2@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Stratton VA Medical Center Albany, New York Request for Services - Statement of Work (SOW) Building Automation & Temperature Control Maintenance General Scope of Work: The Stratton VA Medical Center in Albany New York is requesting preventive maintenance and repair services to the facility wide heating, ventilating, and air conditioning (HVAC) building automation systems (BAS) and temperature control end devises for systems specified. The successful offeror will be required to operate, maintain, program, troubleshoot and repair the Trane Tracer Summit and Automated Logic (ALC) BAS systems and components installed in the facility. It is the intent of this SOW to maintain and provide software and hardware updates to the systems covered. Additionally, this SOW for services does not allow for additional communication protocol for tie in to the Tracer Summit and Automated Logic building control Systems, services are to be performed on the systems and components currently installed. To be considered for this contract, vendor qualifications are required. Vendor must prove their competency with both Automated Logic, and Trane Tracer Summit systems. Vendor must possess the necessary expertise to successfully program, troubleshoot and provide all services as outlined in this SOW. Parts & Inventory for Repairs: The inventory of systems and components covered in this contract are outlined in detail on the systems inventory spreadsheet. HVAC and air handler systems are comprised of temperature, humidity, pressure sensors, and various devices that control comfort cooling and heating to specific areas in the Medical Center. Inventory of repair parts will be required to be housed local to the Medical Center for easy accessibility by the contractor, this is to ensure all HVAC systems under the terms of this contract are in good working condition and repairs are not delayed due to ordering equipment and devices and so systems are operational and functioning and downtime is limited. The successful offeror will be required to have the required inventory of parts and components to perform services under the terms of this contract. These components may include but are not limited to, temperature sensors, thermostats applicable to the systems installed and backup software and hardware systems if a failure should occur. Components will also include all devices that are in the sequence of operation scheme for temperature control to designated areas. At no time will a system safety or device be bypassed or jumped out due to the contractor not having the appropriate parts and components available at the time of the needed repair. Preventive Maintenance: It is the intent of the government to have a contract for services to be performed as regular scheduled preventive maintenance work to all critical and non-critical systems outlined in the inventory spreadsheet. All preventive maintenance scheduling will be set and prioritized by the VA. The contractor is required to follow this schedule and provide documentation that all preventive maintenance services were performed for the given period on the specified equipment. This documentation must outline a detailed service report on work performed and any discrepancies to systems that would compromise efficiency and reliability. All corrective actions must be followed up on through the contractor for systems covered under the terms of this contract scope. Preventive maintenance services are required during normal business hours between 8:00am and 4:30pm on all systems under the scope of this contract. Repair Services & Emergency Call-Ins: All labor, material, and parts will be covered to complete repairs to critical and non-critical systems as outlined in this contract. Critical systems outlined have a significant impact in patient care areas. All critical systems outlined require a response from the vendor to evaluate the necessary repairs to restore systems to fully functioning. It is the intent of this contract that service calls are responded to within 2 hours of the initial call. Critical HVAC systems and their component will be covered 24 hours a day, 7 days a week, 365 days a year with no extra cost to the VA. It is the intent of this contract that all critical systems outlined are operational and repaired; at no time will a critical system go unrepaired due to hours, holidays, weekends, etc. The critical systems are covered for all parts, labor, troubleshooting, 24 hours a day, 7 days a week, 365 days a year. Repair services to systems deemed non-critical will be required as well. All parts, labor and material will be included however the repair work is required during normal business hours of 8am to 4:30pm Monday through Friday, excluding Holidays, for all systems deemed non-critical. Systems Covered: The HVAC systems are separated into 2 categories: Critical Systems: HVAC systems deemed critical serve areas of the Medical Center that affect patient care areas. These systems and their components are outlined in the attached equipment spreadsheet. These systems require monitoring 24 hours a day 7 days a week, 365 days a year. All labor, parts, materials and troubleshooting will be included for these systems to ensure system reliability and functionality. Non-Critical Systems: HVAC systems deemed non-critical will require repairs, parts, and preventive maintenance as outlined in this scope of work between the hours of 8:00am and 4:30pm Monday through Friday except Federal Holidays. Verification of Completed Work All PM scheduled completion will be verified against the master scheduling sheet in the HVAC Shop. Upon completion of scheduled assignments the vendor will provide a written report to the HVAC Shop Supervisor. All repair work completed will be verified by a written report to the HVAC Supervisor. Building Automation General Service Requirements: Remote Diagnostics Support: The contractor will provide the necessary equipment, software and support needed to remotely tie into the currently installed BAS Systems at the Albany VA. This is to improve the contractors preventive maintenance, system tuning, and trouble-shooting capabilities. Demonstration of this contractor capability will be a requirement of the Contractor Qualifications. The contractor will follow all security regulations established by the owner to protect covered systems from unauthorized access. Software Maintenance: The contractor will maintain system software, application software, and building management software. Tasks to be provided include, but are not limited to, reviewing current data files to verify that current applications programs are working properly and performing system administrative functions such as security software upgrades. Support of application software must be provided to maximize system utilization. On-site evaluation and implementation of changes to improve system operation is required. The contractor will provide regularly scheduled backup for all software on and off site to minimize system downtime and improve system maintenance. The responsibility for database upkeep will be the contractor s. All security patches for Windows software are the responsibility of the contarctor. Software Upgrades: As the manufacturer provides new software revisions, the contractor will provide and install these revisions. The revisions will be provided to enhance current system performance and prevent system obsolescence. The contractor must install these revisions within 30 days of their release by factory if there is enhancement to the system s current operation. Workstation Hardware Maintenance: The contractor shall perform scheduled preventative, predictive and diagnostic services on the PC workstation specified. System analysis will be performed on the equipment covered under this agreement to detect early signs of deteriorating performance and to predict potential equipment failures. After identifying potential problem areas, corrective action, as outlined in this specification, will be taken. Such corrective action will be at the contractors expense. Workstation Hardware Upgrades: The contractor will be responsible to upgrade the owners front-end workstation hardware, as required, to support the latest versions of software or, where economically feasible, during preventative or repair services on such hardware. Field Hardware Maintenance: The contractor will perform maintenance tasks on all covered field hardware at appropriate intervals. Such task will include, but not be limited too, the running of diagnostic programs, checking of input and output device calibration, and verification of control command execution. Field Hardware Upgrades: When the contractor encounters a component of field hardware in need of replacement and a newer design is available and is functionally equivalent or superior, the component of the newer design shall be used as the replacement. It is the intent of this service feature to address system component obsolescence and maintain the long-term integrity of system functionality. The contractor will notify the owner of such replacements/upgrades. System Design Support: The Contractor shall be available, at no additional charge, for consultation regarding design changes and equipment selection, based on past experiences with similar systems. System Documentation and Records: The Contractor will be responsible to maintain and update all system documentation and records for the Owner to the systems covered. This information will include, but not be limited too, the following: PM, repair or emergency service records; parts inventory information; system manuals and instructions; system drawings and schematics; software programs and applications; licensing agreements; training information. This information, as generated, will become the property of the Owner. The Contractor will not release any of this information to any person and/or entity without prior written approval of the Owner. The Contractor will review and update all relevant system documentation and records at least on a semi-annual basis and provide the owner with updates, where appropriate. The Owner reserves the right to request copies of this information at any time during the contract period.
