Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement is also being solicited through a mandatory Department of Homeland Security Strategic Source Vehicle; however, if open market pricing is less, an exception permits award to an open market source. This announcement constitutes the only Federal Business Opportunities solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, HSFE50-17-Q-0005 is issued as a Request for Quote (RFQ), is for the purchase of network switches to put Fire Alarm System on a Class A Network. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. This RFQ is being issued as a Total Small Business Set-aside. The NAICS code for this requirement is 541990, for which the Small Business Size Standard is $15 million dollars. SPECIFIC TASKS: Successful contractor shall provide delivery of items listed below. Please provide the Unit and extended price for each. Supplies shall be delivered within 30 days after receipt of award. FW Network Equipment Qty System Equipment 2 FW-22LCDWTS Monitor, UL/ULC Listed 22" 16:9 LCD, 115 Vac, 1680 X 1050 resolution 4 FW-CGSUL FW Program Hasp 68 MN-FNS4HDK1 Mounting Bracket for Switch Holder Bracket 70 MN-FNS4C2F3 Switch, 4 Fast Ethernet (RJ45), 2 GB SFP, Layer 3 Lite. 24 VDC. 144 MN-FNSFEDSM10K SFP. Single mode fiber, FE, 0m to 10km, 9.5 dB fiber budget, 1310nm Delivery will be to the following address: Federal Emergency Management Agency Mount Weather Emergency Operations Center 19844 Blueridge Mountain Road Mount Weather, VA 20135-2006 Basis of Award: Only one award will result from this solicitation, via the issuance of firm-fixed-price contract. FOB Destination pricing is preferred. This requirement calls for a specific Brand Name and the Brand Name Justification will be available upon request. Offerors shall submit a Firm Fixed Price Quote to include all costs all costs associated with the project, to include shipping charges. The Gov't will make award to the responsible/responsive offeror whose proposal will be most advantageous to the Gov't based on lowest price/technically acceptable factors. Offerors shall provide a detailed price proposal to include the cost of all labor costs; associated labor costs and other associated costs (e.g., excise tax, etc.). The price proposal shall be broken down and totaled in order for the Government to perform a complete evaluation of the proposed price. In order for an offeror to be considered technically acceptable, the following mandatory requirements must be met: (a) Offeror must provide the breakdown of the prices along with a description for the items requested in the statement of Work. Offeror's must be registered in the SAM database (via the Internet at http://www.sam.gov) which includes the electronic annual representations and certifications. Offer needs to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, unless the SAM page is up to date. a.
