- SYNOPSIS INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes this Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the hosting, support & services, data integration for the National Metering Program. This project is planned to be awarded through GSA Schedule. PROJECT DESCRIPTION: The general scope of this project consists of the ongoing management of the Department of Veterans Affairs for network, hosting, managed services, support and assurance for the VA National Metering Program for a period of six (6) months. At the conclusion of this contract there will be an orderly shutdown of the system along with all historical data being returned to VA in flat files. VA National Metering Program renewal contract includes monitoring for the following: VA National Electric Metering Program for VISNs: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 15, 16, 17, 18, 19, 20, 21, 22 and 23. VA National Mechanical Metering Program for VISNs: 1, 2, 3, 4, 5, 6, 9, 10, 15, 17, 18, 19, 21, and 22. The current renewal contract does not include VA National Mechanical Metering Program for VISNs: 7, 8, 11, 12, 16, 20 and 23. VA National Metering Program is managing approximately 39,901 points from approximately 4115 different electrical and mechanical meters for 21 VISNs across the United States. The software agreement includes hosting of StruxureWare Power Monitoring Expert (PME) and StruxureWare Enterprise Energy Manager (EEM) with the Advanced Visualization Module. Network Management and Services The Network Management Services in this agreement include managing and monitoring the wireless communication system to limit downtime where potential data loss will discredit enterprise reporting. Contractor will provide monitoring services and remote support in order to keep the VA Enterprise Metering Project communications system operating efficiently and reliably. ESS will provide 3GB of throughput of data per month per site. Contractor has the capability to monitor the entire network continuously and will use this network management software to aid in remote troubleshooting all wireless devices installed by ESS to include the 1242 meters associated with the Advance Electrical metering project both proactively and as required by SE. Contractor on-line trouble call "ticket" system will be used whereas ESS can access for entry of trouble tickets and use for viewing and tracking purposes. Contractor will monitor the DSL/cell services, radios and meters. As items fail, they will do the preliminary investigation of the problem. If it is the DSL/Cell service or radios, they will try to remotely troubleshoot. If the problem is with a meter, they will notify of their findings. VA personnel will work with Contractor to do initial discovery on outages. The VA will provide on-site man power to do basic troubleshooting steps as guided by contractor such as determine if power has been shutoff, verify connections, identify status lights, reset power and do minor tasks as asked by Contractor. Any changes made to the network and/or equipment supplied by Contractor by outside parties will result in one of two scenarios. Contractor will no longer take responsibility for that site and will not refund any monies paid for the assurance at that site, or the outside party will pay Contractor on a T&M basis to restore the network to the state before they made changes. Contractor will attempt to fix all communications issues remotely. For instances beyond Contractor ability to fix remotely, contractor will dispatch a technician to fix the problem. Contractor will provide phone support, remote network maintenance and troubleshooting services along with on-site repairs as dictated by the response times outlined in this Agreement. Phone and remote network support will be utilized until it is recognized that the problem will require Contractor technicians to visit the site. If during the support process a determination was found that a problem was due to other circumstances like power outage, meter communication problems, construction or other reasons outside what is normal wear and tear then Contractor will contact VA on a time and material basis for the costs associated with the onsite determination. Contractor will make every effort to work with third party alterations of the network. If the Contractor dispatches a technician and troubleshoots the problem and determines that the outage was not due to Contractor equipment failure, such as no power, an antenna has been knocked down, construction has either damaged or built an obstruction to the wireless signal, or a meter has malfunctioned, then contractor will charge VA for the trip on a Time & Material basis. For outages that cannot be fixed remotely, contractor will determine the best course of action. This can include requesting VA onsite assistance or a field representative. If a Contractor provided technician is required for on-site support, the visit will be arranged within 15 days and arrival at the site within 20 days from the origination of the trouble call ticket in the system. It is expected that support engineers will have agreed that a site visit is required after exhausted remote troubleshooting. This includes a tier 3 data center and all software, service packs and system monitoring. Assign a representative Hosting Support and managed Services provide hosting at the contractors facility with coverage. Provide phone support for troubleshooting the Nationwide Metering system. Provide technicians who can travel and resolve issues if troubleshooting over the phone does not work out. This should occur within 2 weeks of the phone troubleshooting. Monitoring provide wireless service for 1235 buildings located on 206 sites throughout the VA. Task 2 Communication support and proactive watch for interval energy data contained within the enterprise utility meters into VA s Enterprise Wide Metering System Database. Task 3 Provide the orderly shutdown and decommissioning of the system. This includes a master DVD copy of the data going to the VISN 11 network for backup and providing copies of the data to all facilities. To include 15 minute data for 3 years with the balance of historical data in 1 hour increments. PROCUREMENT INFORMATION: The proposed project will be a firm-fixed-price service contract. The anticipated solicitation will be issued as a Request For Quote (RFQ) in accordance with FAR Part 8, considering Technical, Past Performance and Price Factors. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. The North American Industry Classification System (NAICS) code 238210 (size standard $15 million) applies to this procurement. The duration of the project is currently estimated at six (6) months. The services for this project will include providing all labor, materials and equipment required to complete the project as per contract documents. The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business.
