Description

1. Introduction/Purpose This Market Survey (MS) is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1. The purpose of this MS is for the FAA to gain an understanding of the marketplace to identify businesses capable of providing the subject CCA. This MS replaces the previous MS posted by the FAA via Solicitation No. 21381 on June 22, 2015 (Closed August 14, 2015). Interested vendors, including those who responded to the previous MS, are encouraged to respond to this MS in accordance with the instructions herein. The FAA has an anticipated requirement for 75 new 9PAC CCAs (15 First Article Pre Production units and three (3) Production deliverables of 20 new 9PAC CCAs). There is also the potential for an additional requirement of up to 215 new 9PAC CCAs. The 9PAC is a CCA that functions as part of the final processing of radar targets before data is sent to the displays. Radar and beacon target data are merged to include interpolation/correlation of targets. The 9PAC CCA also reduces false targets and improves target tracking. The aforementioned anticipated quantity is expected to ensure the FAA depot has enough spares to provide for ASR-9 maintenance requirements until at least 2035. The 9PAC CCA is a custom CCA with physical, performance and operational requirements specifically tailored to meet FAA needs. The enclosures provided herein represent the available Government specification package being furnished to industry to aid potential vendors to determine their capability to produce this commodity. This requirement is defined as a œbuild to specification � commodity. Therefore, this item must strictly conform to the specification parameters provided in order to serve as a replacement for the 9PAC CCAs within the ASR-9 legacy system. Vendors are strongly encouraged to carefully review the specification package completely to ensure they can fully comply with all requirements herein. 2. Incumbent Contractor N/A 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. 4. Standard Language (a)This is not a Screening Information Request or Request for Proposals of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d)Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The applicable NAICS code for this requirement is 334418. 6. Questions and Comments Submit any written questions or comments, which must be limited to aspects of this announcement that affect the preparation of the Market Survey response, via email to Craig.Mayo@faa.gov and Krystalyn.Stuhr@faa.gov. Only written questions and comments concerning 9PAC CCA and related FAA items of interest are welcome and optional. Verbal communication will not be entertained. Please use Attachment 8 Market Survey Question and Comment Matrix to submit questions or comments on the Market Survey which are due no later 4:00PM EST June 28, 2017. The FAA will post a response to all questions and comments by 4:00PM EST on July 11, 2017. All questions received and responses provided will be posted on the FAACO website. It is the responsibility of the interested vendor to monitor the site for applicable questions and responses that the FAA will post. Please find a detailed schedule outlined in Section 8 below. Comments on the Market Survey are not considered part of the Capability Statement submission page limit. 7. Submittal Requirements for Market Survey Vendors are requested to provide a response to the questions outlined in Section 7 of the attached ASR-9 PAC CCA Markey Survey as part of their response, which is not to exceed 15 pages in length. 8. Delivery of Submittals The electronic response submitted by interested vendors should be in a Portable Document Format (PDF) or Microsoft Word format. Submission should not exceed fifteen (15) pages in length and the pages should be single-sided. The Business Declaration Form is NOT included as part of the 15 double-spaced, single-sided pages. Page size must be 8-1/2 by 11 inches with one (1) inch margins. The text font must be in Times New Roman twelve (12) point or larger. Please note that the FAA email server restricts file sizes to 10 MB per email. Larger files must be submitted in more than one email. Interested vendors are requested to provide the following information by no later than 4:00PM EST on July 25, 2017 via email to Craig.Mayo@faa.gov and Krystalyn.Stuhr@faa.gov. Vendors are instructed to limit the size of their responses to 15 double-spaced, single-sided pages, excluding illustrations. Vendor response must also include: A completed Business Declaration Form (see Attachment 1), and Company Point(s) of Contact (POC), telephone number(s), email and mailing addresses. Any deviation may be considered by the Government as non-responsive and may disqualify the vendor from further consideration. b.Vendors are prohibited from using salvaged components in the production of this commodity. ONLY new, like new, or remanufactured items fully conforming to Original Equipment Manufacturer (OEM) specifications will be accepted by the Government. c.Vendor responses will not be returned and shall remain the property of the FAA.
