- ***ATTENTION*** FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO: Wesley Cash. The Army Contracting Command - Redstone has a requirement for a new Indefinite Delivery Indefinite Quantity (IDIQ) Technical Services contract for the MC-1C Gray Eagle (ACAT) IC program with 167 aircraft and accompanying ground equipment. The Technical Services IDIQ contract, is anticipated to include, but not be limited to, the conduct of Pre-Planned Product Improvement (P3I) Engineering Tasks, Software Updates, Performance Based Logistics (PBL) Engineering Tasks: ECPs resulting from PBL Integrated Product Teams (IPTs) and Working Groups, etc., Publications/Documentation, Fielding and New Equipment Training (NET) and Reliability, Availability, Maintainability (RAM) Deliverables in support of the Gray Eagle systems. The contractor may be tasked to evaluate Gray Eagle obsolescence issues and/or high risk cost or technical areas. The contractor may support Joint System Integration Laboratory Certification Center efforts of Gray Eagle components on a periodic basis. The contractor support may be provided for integrated product teams with future payload providers that desire to use Gray Eagle as their platform. The engineering changes on Gray Eagle to be investigated and evaluated may include: the design, development, prototype hardware fabrication, software modification, integration, test, and technical development or modification to drawings, design documents, security documents, command, control, communications, computers and intelligence, logistics documentation, modification work orders, plans, reports, engineering input for technical manuals, air vehicle modifications, ground control station modifications and ground equipment modifications. The TS IDIQ contract will provide for the conduct of studies, test support, investigation, and related activities required to support program management, systems engineering, hardware engineering, software engineering, and fabrication and testing of modifications, as well as the other areas of support in the above paragraph, which the Government requires for added functionality or utility to the Gray Eagle. The period of performance for this effort is anticipated to be 24 October 2018 through 23 October 2023. Authority Cited is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Justification and Approval applies to other than full and open competition basis whereas this FY 2019 requirement is sole source to GA-ASI, 14200 Kirkham Way, Poway, CA 92064, CAGE Code 0YJB5. All responsible sources may submit a response, which shall be considered. All responses must be submitted in writing and may be sent to: Wesley Cash, Contract Specialist, at wesley.n.cash.civ@mail.mil.This requirement is subject to availability of funds. This notice of intent to negotiate a sole source award is not a request for competitive proposal. This is not a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
