Description
The Army Contracting Command, Redstone Arsenal, AL proposes to acquire using other than full and open competition basis, award a single contract using Limited Source Competition for the Engineering Manufacturing and Development (EMD) for the Improved Turbine Engine Program (ITEP). The Cost Plus Incentive Fee (CPIF) is for ten integration type 3,000 shaft horse power engines to be used in the Black Hawk and Apache aircraft. The procurement will also have Firm Fixed Price (FFP) options to purchase technical data rights and up to 20 additional integration engines. The Government plans to develop this new engine under ITEP. The purpose of ITEP is to provide increased shaft horsepower, improved fuel consumption, and enhanced maintainability. The length of the ITEP EMD effort is expected to be 66 months. Requirements documentation will be included in the EMD Request for Proposals (RFP). It is anticipated that the EMD RFP will be sent to the Advanced Turbine Engine Company (ATEC) CAGE Code 4YFR6 and General Electric (GE) Aviation Cage Code 99207 on or after 9 October 2017. A technical data package for full and open competition is not available within the Government for this procurement. Under the authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a) (2) (ii) "Only One or a Limited Number of Responsible Sources and No Other Supplies or Services will Satisfy Agency Requirements. The closing date annotated is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. Interested sources are encouraged to identify themselves and provide supporting evidence to permit participation in current and future solicitations in writing to the Procuring Contracting Officer, Mr. Felix. R. Marrero. The EMD RFP will be sent electronically, no hard copies will be sent. ATEC and GE Aviation are considered the only responsible sources and may submit a proposal in response to the RFP that will be considered by the Army. It is anticipated that FAR Part 15, Contracting by Negotiation, will be utilized. The ITEP EMD RFP number is W58RGZ-17-R-0127.
