- Attachment 03: Capability Form Attachment 01: Grade A and Modified Grade A Specification; and Attachment 02: Schedule of Supplies This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is seeking capability statements from all interested parties for the purpose of determining the appropriate level of competition for a new Firm Fixed Price (FFP) Requirements contract for the purchase of liquefied natural gas (LNG) for Marshall Space Flight Center (MSFC). Requirements are outlined in attached documents: Attachment 01: Grade A and Modified Grade A Specification Attachment 02: Schedule of Supplies Attachment 03: Capability Form Interested parties shall provide completed Capability Form and Capabilities Statement addressing the following areas: Identify size status for NAICS Code 325120 and company cage code Assurance of supply from at least two (primary and alternate) production sources meeting product specification Ability to provide analysis of the product in each transport container Analytical capability and frequency of sampling to provide measurements for the following impurities as defined by MIL-PRF-32207: total volatile sulfur other gaseous impurities non-volatile residue (NVR) How is the amount of particulate in the product controlled? Capacity of typical transport container Preferred minimum advance notice for routine delivery Preferred method for measuring quantity delivered Minimum delivered quantity to be considered a "full load" delivery The Government is also seeking industry input in the following areas: The Government intends to issue a 3 year requirement contract, as described in FAR 16.503, consisting of a 1 year base and two (2), 1 year options. Prior to finalizing this approach, the Government would like to gain an understanding of whether the length of the base period could impact the proposed price.
