- ****PLEASE CONTACT ARTRA THOMPSON, ONLY, IN WRITING AT acthomp3@nasa. gov FOR ADDITIONAL DETAILS***** Marshall Space Flight Center (MSFC) has a requirement to continue the development, management, and integration of advanced launch vehicle propulsion systems, including those being developed for the Space Launch System (SLS) Program, which includes, but not limited to, the J-2X and RS-25 engines. Because these engine systems provide high performance within stringent constraints one size, weight and reliability, detailed and accurate diagnostic evaluation are necessary to ensure system durability and reliability. Specialized data system administration, analysis and interpretation are required in the diagnostic evaluation of the dynamic health and environments of these advanced liquid engine propulsion system, the vehicle elements and the integrated vehicle systems. MSFC intends to utilize Optical Sciences Corporation (OSC) located at 6767 Old Madison Pike NW Ste. 650, Huntsville, AL, 35806-2187 which is the only company that can perform the above task. Competition is impractical for the following reason: OSC currently holds the contract to provide MSFC with the Specialized Data Analysis and Enhanced Diagnostic System Development for Advanced Propulsion requirement. The Government intends to increase the value and extend the current sole source Cost Plus Fixed Fee (CPFF) contract with OSC. Interested organization may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than June 20, 2017 by 4:00pm CST. Such capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
