- Notice of Intent The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, awarded Purchase Order EP-17-D-000004 on a sole source basis under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Illumina, Inc. on 26 October 2016 in the amount of $113,042.40. The acquisition procured a one (1) year silver service maintenance agreement for use with Illumina NextSeq500 and HiSeq2500 instruments. The Government has determined they no longer require maintenance services on the HiSeq2500 instrument and intend to modify the Purchase Order to remove the maintenance on this item and replace it with consumable items for Illumina's NextSeq500 instrument. Illumina is the manufacturer of these specific consumables and has exclusive rights to the software, hardware, consumables, and operating licenses for their equipment. The consumable items for Illumina's NextSeq500 instrument are required to perform sequencing runs on the NextSeq equipment. An internet search of the market did not provide any other sources for these items which include: (a) NextSeq 500/550 High Output Kit v2 (75 cycles) (quantity 25); and (b) NextSeq 500/550 Output Kit v2 (150 cycles) (quantity 10). All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within five (5) calendar days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
