Description
FAQ's for Camera Installation Building 1938 Camera Position Map Combination Synopsis/Solicitation Statement of Work- Surveillance Camera Installation I. Summary Contractor shall perform work necessary to supply and install parts for a surveillance camera system installation in and around buildings, 1926, 1927, 1930, and 1938 at the 729th Air Control Squadron, Hill Air Force Base, Utah. For buildings 1926 and 1930, the security system shall be exterior installations only. Fiber lines are available between buildings 1926, 1930, and 1938. All fiber leads back to building 1938. The contractor shall use line 11 or 12 depending if one or the other works correctly. (a) Contractor shall provide all labor, materials, equipment, transportation, and services required to accomplish all work related to installing equipment to manufacturer specifications. (b) Contractor shall provide all necessary training to be able to utilize the camera system efficiently. I I. Project Description Contractor shall provide and install in total: (i) One (1) 5 Terabyte Hard Disk Drive Servers (ii) One (1) 16 Terabyte Network Attached Storage Server (iii) One (1) 24-Port Switch w/ mount (iv) One (1) 16-Port Switch w/ mount (v) One (1) 8-Port Switch w/ mount (vi) T hirty-two (32) each Single Internet Protocol (IP) camera Licenses (vii) Seventeen (17) each 1 Megapixel IP66 IR PTZ Bullet Network Camera (viii) Five (5) each 1 Megapixel IP66 Static IR Bullet Network Camera (ix) Ten (10) each 3 Megapixel IP66 IR Dome Network Camera (x) Four (4) 28" LCD Monitor w/ Wall Mounts (xi) One (1) Enclosed Server Rack (xii) Wires, Power Connections/Switches, Extenders, Conduit, and all miscellaneous parts, etc. required to install and make operational the security camera system. The abovementioned equipment shall be installed in the following locations: (a) Building 1938 Installation (Remote HUB | Security Office); - One (1) 5 Terabyte Hard Disk Drive Server - One (1) 16 Terabyte Network Attached Storage Server - One (1) 24-Port Switch w/ mount in communications room | Room 150 - Four (4) 28" LCD Monitor w/ Wall Mounts in security office | Room 156 - Two (2) exterior Static IR Bullet Network Cameras - Six (6) exterior IR PTZ Bullet Network Cameras - Ten (10) interior IR Dome Network Cameras ***The Two (2) exterior Static IR Bullet Network Cameras will be placed to view the gate entry points of the compound (see "Building 1938 Camera Position Map" & comments in PDF). ***Two (2) of the IR Dome Network Cameras will need to be installed in different points from the current in place system to allow for better viewing angles of the hallways and entrance (see "Building 1938 Camera Position Map" & comments in PDF). (b) Building 1926 Installation (Fiber leads back to 1938); - One (1) 16-Port Switch w/ mount in communications closet - One (1) exterior Static IR Bullet Network Camera will face building 1927 to allow well enough viewing angles and zoom to see the South entrance and bay of the building and the vindicator portal entry. - One (1) exterior Static IR Bullet Network Camera will face the South compound vehicle and vindicator gate. - Eight (8) exterior IR PTZ Bullet Network Cameras will be installed at the best possible locations to view the vehicle and K-Span parking areas surrounding building 1926. (c) Building 1930 Installation (Fiber leads back to 1938); - One (1) 8-Port Switch w/ mount in communications area - One (1) exterior Static IR Bullet Network Camera will face building 1927 to allow well enough viewing angles and zoom to see the North entrance and bay and the vindicator portal entry. - Three (3) exterior IR PTZ Bullet Network Cameras near each entrance of building 1930 (d) Final Outlook; All installed cameras shall be remotely viewable by the Four (4) 28" LCD Monitors at the main HUB located in the security office in Room 156 of building 1938. The system will be able to pan, tilt, and zoom applicable cameras by authorized account holders remotely. We would like for there to be clear visibility (not granular) on live and playback video recording. III. Work Schedule (a) Base Access requirements are in paragraph VIII. (b) Contractor shall perform work during 0800-1530hrs, Mon - Fri. (with the exception of observed U.S. holidays) (c) Contractor shall schedule work with Facility Management prior to start of equipment installation. POC's: SSgt Tansley (W#801-586-2830 | Email: robert.tansley@us.af.mil ), SSgt Grose (W#801-777-0624 | Email: kenneth.grose@us.af.mil ) and 729th Air Control Squadron Maintenance Operations Center (MOC) (W#801-777-0666 | Email: 29ACS.SCNC.AllPersonnel@us.af.mil ) for scheduling. (d) Contractor shall check in and out with 729th Air Control Squadron Maintenance Operations Center (MOC) at the beginning and end of each work day. (e) All cleanup of grounds and building areas shall be completed by 1530 hours each work day. (f) Contractor shall provide a weekly written email report by close of business each Friday to the Facility Manager, SSgt Robert Tansley (robert.tansley@us.af.mil) of work progress. (g) Contractor shall use all precautions in installing equipment in facility as to not damage door jambs, walls, flooring, electrical panels/outlets or any other equipment due to installation. If damage occurs, include in weekly written email report, as well as verbal notification to SSgt Robert Tansley, or Communication Focal Point (CFP) member at the end of the work hours. (h) C ontractor shall remove all packing material from equipment including boxes, packaging, taping and dispose of all materials into the garbage container on site. (i) Contractor shall make sure all equipment is set up, formatted, and operational while ensuring each camera and server meets specifications provided/listed in Quantities, paragraph V. (j) C ontractor shall only use the restrooms located in buildings 1926 and 1938. (k) Contractor shall ensure work area is clean of any obstructions or debris which may interfere with normal operations. (l) Contractor shall be prohibited from using gym/kitchen equipment of building 1938. IV. Quantities The contractor shall prepare their proposal based on the following quantities described in paragraph V. V. Standard Equipment Descriptions (a) The below items are not brand specific, and are the minimum requirements that we will accept. Some example brand research completed for this project were Dell, ASUS, ACER, Samsung, Hikvision, Rotary, and CTVMAN. a. Interior viewing angles; The interior of building 1938 is for the majority, 6-ft wide hallways with heavy personnel traffic. Therefore, we will leave it up to your best judgement to determine the correct width viewing lenses. We would like the interior camera FPS to at a minimum be 1-15 FPS based on movement in the area viewed to save on digital storage of the NAS. Example: After duty hours there will be no movement for hours at a time. When someone passes by a camera that is operating correctly, it will jump from 1 FPS to 15 FPS to maintain a good image of the area of movement. b. Exterior viewing angles; The area is a large concrete lot with both pedestrian and vehicle traffic. We would like the exterior cameras FPS to at a minimum be 1-10 FPS based on movement in the area viewed to save on digital storage of the NAS. Example: After duty hours there will be no movement for hours at a time. When someone passes by a camera that is operating correctly, it will jump from 1 FPS to 10 FPS to maintain a good image of the area of movement. Period of Performance The contractor shall perform the installation of equipment within SIXTY (60) calendar days after contract award. In addition to the equipment warranty, the contractor shall provide a service warranty as described in Warranty, paragraph VII. Contractor shall be responsible to store equipment not subject to outside elements/in secured containment at contractor expense during work performance if necessary. Contractor may store containment at long-term parking at the South 729 Air Control Squadron compound entrance. All work shall be coordinated with Hill Air Force Base POC: SSgt Robert Tansley 801-586-2830 and 729th Air Control Squadron Communication Focal Point (CFP) 801-777-0666, before actual work begins or deliveries are made to the site. VII. Warranty The contractor shall provide a consecutive 6-Month service warranty in addition to any standard manufacturer warranty for parts & service on each product furnished. Service warranty shall cover manufacturer defect and hardware failure. A hardware failure is defined to include, but are not limited to: failure due to weather, manufacturing defect, electrical malfunction (not related to the commercial power), wildlife, and any other circumstance that would disassociate the cameras from working properly with the installed system. VIII. Security Forces Base Access Requirements (a) All visitors are required to have a valid state issued ID card (b) Drivers shall need a valid Driver License, current vehicle registration and proof of insurance to obtain a pass. (c) All visitors are subject to a criminal background check and may be denied access based on present criminal history.
