- Updated Post on June 14, 2017 The Naval Sea Systems Command (NAVSEA) hereby cancels this synopsis and is currently reviewing its acquisition strategy. ***************************************************************** Original Post on May 10, 2017 Pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization, the Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation to VT Halter Marine Inc., 900 Bayou Casotte Pkwy, Pascagoula, MS 39581, for the detail design and construction of up to six (6) Auxiliary Personnel Lighter Small - APL(S) berthing barges with associated supplies and services. The associated supplies and services consist of: vendor recommended spare parts; crew familiarization; technical data package; and packaging and delivery to various locations. In order to maintain the viability and availability of VT Halter Marine Inc. as a critical shipbuilding, engineering and ship repair facility in the Special Mission ship construction and regional ship repair industrial base, this sole source solicitation will be limited to VT Halter Marine Inc. and the resultant contract will be awarded without full and open competition. VT Halter Marine Inc. possesses unique capabilities in the areas of Special Mission ship design and general arrangements; scientific mission equipment installations; complex systems integration of ballistic missile tracking radars and other specialized mission systems; and moon pools and associated launch and recovery equipment for unmanned systems. A sufficient competitive industrial base with the aforementioned capabilities is required for the Department of Defense's and Department of Homeland Security's future requirements across the portfolio of oceanographic survey ships, heavy polar icebreakers, and other special mission platforms. In addition, VT Halter Marine Inc.'s 12,000 metric ton capacity drydock provides a key ship repair capability in the region.
