- Due to a delay in posting the answers to Vendor submitted questions, the proposal response date is extended to 21 June 2017 at 2:00PM Eastern. The Responses to vendor questions will be posted by 5:00 PM Eastern today, 6/14/2017. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Proposals (RFP).This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, effective 19 January 2017. The requirement is 100% set aside for Small Business. The associated North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services with a small business size standard of $15,000,000. A Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to provide professional historical research support services to the US Army Corps of Engineers, Office of History (CEHO). These services will be used by the Office of History to complete its mission to support USACE divisions, districts, centers, and labs, the history and museum staffs at the U.S. Army Engineer School, and the Center of Military History. Awards will be issued to up to three (3) qualified Contractors that offer the best value to the Government. The resulting IDIQ contract(s) include a base ordering period of one-year and two one-year option periods. There is no guarantee that the option periods will be exercised on any or all of the awarded contracts. The minimum guaranteed order for each awardee shall be $2,500.00 for the base year. The Contracting Officer is under no obligation to issue any task orders against this contract in excess of the minimum guarantee amount. Awarded contracts will share an estimated capacity of $2,000,000.00. The Government reserves the right to move unused capacity between CLINs and performance periods as necessary. The only authorized ordering office is the Humphreys Engineer Center Support Activity (HECSA).
