- Attachment 3 - Service Contract Act Wage Determination Attachment 2 - Contractor Submittal Form - Shall be completed and submitted when quoting. Attachment 1 - PWS for PAFB Water Treatment RFQ Terms and Conditions, Quote Submission Instructions and Evaluation Criteria The contractor shall provide all labor, equipment, tools, material, supervision, and all other necessary items to provide water chemical treatment on designated Heating, Ventalation & Air Conditioning (HVAC) cooling and heating closed loop and open loop systems on Peterson Air Force Base (AFB) Colorado. The Government will provide the necessary chemicals for water treatment and glycol.
