Exhibit A1 - CDRL Att. 1 - Addressee List Exhibit A - CDRLS Attachment 13 - Compliance Checklist Attachment 12 - PPQ Form Attachment 11 - Cost/Price Spreadsheet Attachment 10 - Q&A Sheet Attachment 9 - GFI List Attachment 5 - TOU - SRD Attachment 4 - TOU - COGENT Attachment 3 - DD Form 254 Navy ECDIS SW N00024-17-R-5216 Solicitation and Attachments This notice posts the Naval Sea System Command (NAVSEA) Full and Open Competitive Solicitation (N00024-17-R-5216) for the development and production of U.S. Navy Electronic Chart Display and Information System (ECDIS) Software (SW). An ECDIS system is fielded on all U.S. Navy ships and submarines, Military Sealift Command vessels, and various expeditionary platforms, training facilities, fleet support activities, and land based test facilities as the primary navigation plotting system. The contract will include the production of the Navy ECDIS SW Production Build, and priced options for Maintenance Builds/Engineering Services, Government Purpose Rights (GPR), and other direct costs (ODCs). Contract award is anticipated in Q3 Fiscal Year (FY) 2018 with two priced options through FY 2024, with a total contract length of six (6) years. A contract will be awarded to the Offeror whose proposal represents the Best Value to the Government (FAR 15.101-1). The Best Value to the Government is that proposal which meets the requirements of this Solicitation and which is determined to be the most advantageous to the Government considering all factors. The deliveries are anticipated to be FOB Destination. All responsible sources may submit a proposal, which shall be considered by the agency. The contractor must possess a facility security clearance issued by the Defense Security Service at the SECRET level at the time of award. Interested offerors may submit written questions and comments (unclassified only) related to this Solicitation in accordance with the Offeror Question and Answer Sheet attached to this Solicitation notice. Information provided with each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. No information contained in the answers to a bidder's question shall supersede any information contained in the Solicitation (including amendments). The deadline for receipt of questions is fifteen (15) days after the Solicitation notice issue date. Any questions received after this date may not be answered prior to receipt of proposals.
