- Defense Logistics Agency Energy (DLA Energy) has a requirement for Alongside Aircraft Refueling, Operations and Maintenance (O&M) of storage fuel facilities, and Government-owned, Contractor-operated (GOCO) bulk and retail fuel services at Edwards Air Force Base (AFB), CA. The Contractor will ensure safe, accurate, and timely receipt, storage, transfer, issue, and accountability of all Defense Working Capital Fund (DWCF) owned petroleum products and cryogenic products under their control. The Contractor will perform required maintenance to ensure facilities; associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor will comply with environmental protection, safety, and security directives. Tasks identified for the Fuels Service Center (FSC), Product Issues, Accounting/Auditability, Quality Surveillance/Laboratory, and Preventive Maintenance (PM) are performed by either the Contractor or Air Force as specified. The Contractor shall be responsible for and furnish as required all personnel, equipment, material and/or facilities necessary for providing these services. The mission at Edwards AFB is dependent not only upon the fuel management services provided by the contractor, but also the fuel vehicles, labor, and equipment provided by the contractor. This announcement is posted as a notification of the Government's intent to enter into a sole source contract extension under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The requirements will be fulfilled through exercising the contract clause 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999). The associated North American Classification System (NAICS) code is 484220 with a size standard of $27.5 million. The period of performance is one (1) month from July 1, 2017 through July 31, 2017. The place of performance is Edwards AFB, CA. This pre-solicitation notice is not a request for competitive proposals. All responsible sources may submit a capability statement in response to this notice. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination will be based upon the responses to this notice and is solely within the discretion of the Government. The closing date for the receipt of responses are due no later than 3:00 p.m., June 19, 2017.
