- Solicitation, Offer and Award document Solicitation for Billings Urban Indian Healthcare Services. BACKGROUND: The Billings Area Indian Health Service serves Tribes in Montana and Wyoming. Title V, "Health Services for Urban Indians," of the Indian Health Care Improvement Act, Public Law (P.L.) 94-437, authorizes the IHS to enter into contracts with urban Indian organizations for the provision of health care and referral services for American Indian/Alaska Natives (AI/ANs) who reside in urban areas. The scope of the services is based on unmet needs of the urban AI/AN community served. PROPOSED SERVICES: The Indian Health Service, Billings Area Office is seeking contractors who have the capability to provide Behavioral Health Services, Alcohol Substance Abuse treatment services, case management services, community outreach services, basic health education and health promotion and disease prevention education, quality medical, outreach/referral, AIDS prevention and education, direct prevention/intervention, community education, health service referral, inpatient chemical dependency treatment referral, and structured outpatient treatment and aftercare services to urban Indians. The contract will serve the community through quality on-site health care services, social services assistance and partnerships with outside medical/dental providers (as clinically indicated and appropriate). The Urban Indian organization shall implement a quality assurance program to ensure health care services are provided and managed in accordance with the criteria outlined in the IHS Urban Program Review Manual. CONTRACT DURATION: The contract will be awarded for 12 months with four 12-month options.
