Description
Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Engineering Laboratory (EL), intends to negotiate on a sole-source basis with Instech Laboratories, under the authority of 41 US 3304(a)(1), for miniature peristaltic pumps. Background Information and Basis for Sole Source Research in EL's Polymeric Materials Group in the Materials and Structural Systems Division has focused on accelerated weathering of various polymeric materials and coatings. The NIST 2m SPHERE device is essential in supporting several projects in EL's Sustainable Engineered Materials program and is critical for meeting milestones in this program, as well as work with other OU's and external collaborations. Peristaltic pumps are used to supply water for control of humidity on the 2m SPHERE. Current mini peristaltic pumps (MPPs) on the SPHERE are no longer reliable and need to be replaced. Loss of these pumps functioning properly results in the breakdown of the SPHERE and hence completion of project milestones. Consequently, NIST requires new miniature peristaltic pumps to maintain essential operation of the NIST 2m SPHERE. Market research confirmed Instech Laboratories is the only manufacturer capable of meeting the required unit size and flow rate restrictions that are required to be compatible with the existing equipment. If the unit size and flow rate restrictions are not adhered to, the SPHERE would not function correctly, which would result in NIST's inability to complete vital projects in a timely manner.
