- Project YTPM 14-0021 Repair Taxiway G & East Ramp, Joint Repair located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated deliver date of 350 calendar days (not including winter shut down period from December 1 to March 31) from the issuance of the Notice-to-Proceed. This project is being solicited as a 100% Total Small Business Set-Aside. The solicitation will be issued on or about 5 July 2017. This solicitation will be issued as a Request For Proposal (RFP) and evaluated with FAR 15.3 and DFARS 215.3 source selection procedures. The work called for in this contract requires extensive scheduling and coordination because of the daily airfield operations. The commercial contractors that provide this service will develop work schedules that require flexibility of programming for the clients. This procurement is 100% Small Business set aside with a North American Industry Classification System (NAICS) Code 237310 (Highway, Street, and Bridge Construction), with a size standard of $36.5 million. It is in the best interest of the government to schedule work prior to signing the Notice to Proceed. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to bidding, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation including the bid package, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://www.fbo.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site.
