- Q & A Q1 - Will this be full and open competition, or limited to continental U.S. (CONUS) businesses only? A1 - It is anticipated that the requirement will be solicited as full and open competition, however, place of performance will be at the USCG ALC Heavy Maintenance Facility in Elizabeth City, North Carolina with the exception of aircraft de-paint and paint. Q2 - Will work take place at the Contractor's facility or at the USCG ALC? A2 - Place of Performance will be at the USCG ALC Heavy Maintenance Facility in Elizabeth City, North Carolina. Due to size limitations of ALC's paint facility, aircraft de-paint and paint shall be performed at the Contractor's or its subcontractor facility.
