- Deliverable Chart Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for a Request For Quotes (RFQ) firm fixed price service contract for rental of Portable Sanitary Units (PSUs) and Vault Latrine with daily and weekly service and maintenance and weekly hand wash station rental in North Fort Hood, Fort Hood, Texas. This acquisition is 100% set aside for Small Business concerns only under NAICS 562991 (Size Standard $7.5 Million). The purpose of this project is to provide rented PSUs, Vault Latrines and hand wash stations to support mobilization training and demobilization units during the process in the North Fort Hood Training area (see attached delivarable quantity chart). The grids will be provided on the Fort Hood (FH) Form 350-25. In addition to the PSUs, Vault Latrines and hand wash stations, the project calls for daily and weekly servicing of the portable latrines. All work under this contract will be performed within the confines of the North Fort Hood (NFH) Training Area, at Fort Hood, Bell County, Texas. Under this contract, the Contractor shall provide all supplies and services for the PSUs; Vault Latrine service shall also be provided. Items to be provided or performed include, but are not limited to, all supervision, labor, tools, units, equipment, materials, permits, repair parts, and transportation necessary to perform non-sewer latrine and vault latrine services in accordance with the contract. The Contractor will also be required to work from Monday through Friday, from 7:30 a.m. to 4:30 p.m. as well as during events outside normal working hours. The Texas Commission on Environmental Quality (TCEQ) regulates transporters of domestic sewage and chemical toilet waste in Title 30, Part 1, Chapter 312, Subchapter G of the Texas Administrative Code (TAC) and as such, the Contractor is required to obtain all required licenses or registrations for the performance of work, and comply with all applicable provisions of federal, state and local laws, permits or regulations. Except as provided elsewhere in this contract, the Contractor shall comply with all federal, state, and local environmental protection laws, regulations, permits and standards. The solicitation will be issued on or about 28 June 2017 under solicitation number W91151-17-T-0114 to the FBO website at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
