Description
The Government, through the Global Positioning Systems (GPS) Directorate at the Air Force Space & Missile Systems Center (SMC/GP), is planning an industry day for the Modernized Receiver Test Asset (MRTA) / MRTA II / Modernized Signal Test Asset (MSTA) program, also known as the M3 program, on 29 June 2017 from 0900 to 1600 hours, Los Angeles local time. This industry day is a part of ongoing market research, progressing from the Sources Sought Synopsis posted on 28 February 2017. The Industry Day will be held at Los Angeles Air Force Base, located at 483 North Aviation Blvd, El Segundo, CA, 90245-2808. The purpose of this industry day is to provide potential offerors familiarity with the M3 program and obtain information from potential offerors. The Government plans to present information on the program and requirement and to solicit feedback from industry attendees. Additionally, as a part of the industry day, one-on-one question-and-answer (Q&A) sessions may be held with interested potential offerors. If your company is interested in scheduling a one-on-one Q&A session, make a request at the same time as you provide notification of your intention to attend industry day. In order to assist prospective sources in preparing to participate in the planned industry day, a documents library will be made available to interested potential offerors upon request. The documents library will contain the following documents: (1) Performance Work Statement (draft), (2) Contract Data Requirements List; (3) Draft Form DD254 - Department of Defense Security Classification Specification; (4) Government furnished property list. Requests for access to the documents library should be made by email to Mr. Dominicke Ybarra at dominicke.ybarra@us.af.mil and Mr. Daniel Hilger at daniel.hilger@us.af.mil. Potential offerors are strongly encouraged to review the documents, as an opportunity for feedback will be provided. Also, the one-on-one Q&A sessions are anticipated to reference the documents library. Therefore, potential offerors are strongly encouraged to familiarize themselves with the documents in order to facilitate effective participation in the industry day. Attendance of the industry day by small businesses and small disadvantaged businesses is strongly encouraged. NAICS Code 541380 -- Testing Laboratories has been selected for this acquisition. The Small Business Size Standard for this NAICS code is $15 million in average annual receipts. All parties planning to attend industry day are required to send an email notification to Mr. Dominicke Ybarra at dominicke.ybarra@us.af.mil, Lt. Jason Espinoza at jason.espinoza.1@us.af.mil, and Mr. Daniel Hilger at daniel.hilger@us.af.mil no later than 1700 hours, 21 June 2017. Attendance is limited to no more than four individuals per company. Companies planning to participate in the Industry Day activities shall provide one consolidated attendance request, with the company name, point of contact, title, email address, phone number, whether or not a one-on-one session is desired, and the following information for each of the company's participants: First, middle and last name, driver's license number, birth country, birth city and state (if in the US) and citizenship information. Additionally, the attendance request shall state each attending individual's title/role within the company, and if legal council will attend, please provide notification which states in-house counsel is licensed to practice law and provide bar license numbers. Potential offerors should also identify the topics they would like to discuss in the Q&A sessions. Offerors may not present verbal proposals at the Q&A sessions. Prior to the industry day, potential offerors are requested to provide written feedback on the draft Performance Work Statement (PWS). Feedback should be submitted by email to Mr. Dominicke Ybarra at dominicke.ybarra@us.af.mil, Lt. Jason Espinoza at jason.espinoza.1@us.af.mil, and Mr. Daniel Hilger at daniel.hilger@us.af.mil. Feedback on the draft PWS is requested no later than 21 June 2017 at 1700 hours, Pacific Time. The Government may require participation from its Federally Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors, during the industry day and/or to analyze technical information that may be provided by potential offerors during industry day. All data received in response to this synopsis and marked or designated as "corporate" or "proprietary" information will be fully protected from release outside the Government except for the FFRDC, SE&I, and SETA contractors. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the Program Manager, Contracting Officer, or Source Selection Official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the time-lines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, Ms. Olalani Kamakau, SMC/PK, (310) 653-1185, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer, Mr. Dominicke Ybarra, SMC/GPK, (310) 653-2499, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. This special notice is a part of market research only. It is not a request for proposal, request for quotation, or an invitation for bids, nor does it commit the Government to issue such a request or invitation. Industry day is strictly voluntary and the Government will not provide any reimbursement or otherwise pay for any information, presentations, or travel associated with industry day.
