- Intent to Sole Source Follow-On Contract to Project ER-2122, entitled, "Tracking the Uptake, Translocation, Cycling, and Metabolism of Munitions Compounds in Coastal Marine Ecosystems Using Stable Isotopic Tracer" The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to The University of Connecticut for project ER-2122, entitled, "Tracking the Uptake, Translocation, Cycling, and Metabolism of Munitions Compounds in Coastal Marine Ecosystems Using Stable Isotopic Tracer." No competition is being sought. There is only one responsible source and no other supplies or services will satisfy agency requirements as this is a follow on contract for the continued provision of highly specialized research and development services. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Period of Performance is one year. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to The University of Connecticut.
