- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with INDAL Technologies, Mississauga, ON L5C 2V8 Canada, for the procurement of Knowledge Based Services (KBS) for aircraft dynamic traversing limitations aboard Littoral Combat Ships (LCS). These services are will utilize the INDAL Dynaface program that accounts for ship motion dynamics in various sea states, aircraft dynamic properties and tow vehicle capabilities to determine when an aircraft or aircraft and tow vehicle would slip, tip or exceed vehicle braking limitations.The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within the date and time posted in this notice.
