- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation IFBP05081700002 for the award of a firm fixed-price construction contract for replaceing roofs (low) at the Federal Correctional Complex, (FCC) Forrest City, Arkansas. FCC Forrest City is a federal correctional facility located at 1400 Dale Bumper, Forrest City, Arkansas 72335. The project consists of furnishing all equipment, materials, labor, etc. for the complete construction of the work. The work includes construction of replacing the entire roofing system in some places. A total of approximately 85,000 SF, and provide a membrane overlay in other areas of approximately 30,000 SF. Demolition work includes but is not limited to the removal of existing roofing systems down to the existing structural deck and the preparation of existing roofing systems to receive membrane overlay. New work includes but is not limited to the installation of complete roofing systems, from decking up, as well as installation of membrane overlays. See the Scope of Work attachment included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work. The performance period for the project will be 365 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. The NAICS code for this requirement is 238160 with a corresponding small business size standard of $15 million. The solicitation will be available approximately on or about July 3, 2017, with an anticipated bid opening date of August 3, 2017. The solicitation will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities (FBO)website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active FBO vendor registration for access as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM) (SAM.gov) registration.
