- Page 1 of 1 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses SDVOSB This is a PRE-Solicitation notice that The National Cemetery Administration is soliciting offers under Solicitation Number VA786-17-Q-0491, Fort Sam Houston National Cemetery, located at 1520 Harry Wurzbach Road, San Antonio, TX 78209. The NAICS Code is 561730 (Landscaping Services) The Department of Veteran Affairs, National Cemetery Administration, (NCA) is seeking qualified SDVOSB to provide all labor, supervision, quality control, transportation, parts, materials, equipment, supplies, necessary or incidental to remove, raise, realign, reset, and clean designated flat markers; renovate turf in designated burial sections with additional earthwork in certain sections of the Fort Sam Houston National Cemetery, Texas. Contract Period of Performance is 365 days from date of award. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for Quotes, (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside). Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov on or before June 22, 2017. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). Quotes are due on 24 July, 2017, at 12:00 Noon. EST Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all Quoters provided and is deemed to be technically acceptable. Having the lowest price does not automatically constitute the premise for award. If your Quote is the lowest price, but your product does not meet the salient characteristics as set forth in the Solicitation, Statement of Work (SOW), and SPECS, you will not be awarded the contract. All Quotes shall be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register.
