REQUEST FOR INFORMATION DEPARTMENT OF ARMY SOLUTION FOR A LEADER'S READINESS DASHBOARD 1. Introduction: This is a Request for Information (RFI) for planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. The Department of the Army is seeking information on the capabilities and willingness of private entities to provide solutions described in the requirement below. 2. Purpose: To develop an Army mission readiness capability in a way that enables leaders to easily navigate through information from multiple data sources in order to capture and store readiness information to produce predictive analytics and facilitate real-time or near real-time decision making. This effort will include establishment of a refined functional requirement and an approach for custom data visualization relating to the day-to-day readiness of Army operating forces in order to proceed with near-term efforts to provide a related capability to a select group of senior Army leaders with possible long-term opportunities for a sustained capability to an extended group of Army leaders. 3. Requirement: In an effort to construct a dashboard-like structure, information for strategic readiness as it relates to personnel, supply, equipment, training, operations and intelligence is required to facilitate priority information requirements of the U.S Army staff. This effort will provide a data visualization capability in order to enable effective mission command through enhancement of their real-time situational awareness of the readiness of Army operating forces across all Army components. The proposed solutions shall include some or all the following real-time or near real-time critical functionalities: • Data Synchronization • Data Management • User Accounts • Data Security • Enterprise-Wide Collaboration • Mobile Capability • Data Integrations Capabilities and Support • Data Architecture Capabilities • Dynamic Data Model Capabilities • Search and Discovery Capabilities • Visualization Framework Capabilities • Supported Applications • Interoperability Capabilities • Ease of Use Capabilities • Continuous System Monitoring • Forward Laptop Support • Data/Enterprise Availability • Data/Enterprise Transition Support The following constraints and requirements should be used for the planning and execution of all activities associated with meeting this request for information: a. Use only Army or DoD authoritative data sources relating to personnel readiness, supply and/or inventory, equipment on hand, equipment status, and training readiness Data will be retrieved (or provided) from those systems as needed for readiness reporting which will be visualized via dashboard. Examples may include: Defense Travel System (DTS), Total Army Personnel Database-Active Enlisted (TAPDB-AE); Total Army Personnel Database-Reserve (TAPDB-R); Total Army Personnel Database- Active Officer (TAPDB-AO); Electronic Military Personnel Office (EMILPO); Interactive Personnel Electronic Management System (IPERMS); Army Training Requirements and Resources System (ATRRS); Enlisted Distribution Assignment System (EDAS), Keystone, Defense Enrollment Eligibility Reporting System (DEERS), Digital Training Management System (DTMS), Defense Readiness Reporting System - Army (DRRS-A), Force Management System (FMS), Global Combat Support System - Army, reserve Component Manpower System (RCMS), Microsoft Active Directory Instances, Microsoft Systems Center Configuration Manager (SCCM); Microsoft Group Policy Instances; Assured Compliance Assessment Solution (ACAS); Base IP Mappings, Microsoft Group Policy, Host Base Security System (HBSS); Net-centric Unit Status Reporting (NETUSR), Medical Protection System (MEDPROS), Total Army Personnel Database - Guard (TAPDB-G); Standard Installation and Division Personnel Reporting System (SIDPERS). Depending on solutions offered (interfaces, non-interfaces), provide solutions at different price breaks and on different visualization schedules. b. The Army will retain ownership of all related data and materials owned by the Government. The Army shall retain Government Purpose Rights to materials used to access data, including methodologies and techniques used to transform that data. Upon completion of the work, all data and related materials determined to be owned by the Army will be returned to the U.S. Army. Disk drives will be purged according to regulatory requirements. c. The appropriate aggregated data of this capability will reside on an Army classified, network and be certified and secured in accordance with Army and DOD policies, procedures and regulations. All persons with access to the full range of data visualization capabilities will have appropriate security clearances and authorities to access Army networks in accordance with existing policies and regulations. The Army will maintain responsibility for all classified dashboards and associated infrastructure to support the readiness mission. d. The data that will be processed, stored and transmitted will be Unclassified/For Official Use Only (Unclass/FOUO) information. Data in transit must be protected using an approved FIPS 140-2 algorithm. Data in the possession of federal agencies are protected by a variety of statutory requirements and penalties that apply to all federal employees, e.g., the Trade Secrets Act, the Privacy Act, the Procurement Integrity Act, and the Freedom of Information Act. All data and audit and transaction logs must be presented and maintained in accordance with DoD regulations and standards and must be released as applicable during any investigations and tests conducted. The respondent will include an incident handling and reporting process that meets DoD requirements IAW 8500.2 MAC2 Sensitive Controls. All hardware and software within the stack will be an on-premise hosted solution and must meet Common Criteria standards and Risk Management Framework (RMF) requirements. In addition, the HQDA Army G2 and INSCOM must review the aggregate of data hosted to ensure appropriate control over the data and aggregate data classification. e. The solution must allow for different levels of security access and management of Army data by Army personnel on a "need to know" basis. In order to limit the risk of the inadvertent or intentional improper disclosure or use of data stored on or transmitted through the system, administrative personnel need to have access only to the extent necessary to perform their job functions, rather than unlimited access to all components and subsystems within the system. The concept of role based access control should be applied as part of the solution to assure data access and to manage access to data on a need to know basis. f. The solution shall not capture, maintain, scan, index, share or use data stored or transmitted by the system for any non-authorized activity or non-government purpose. The offered solution shall not capture, maintain, scan, index, share or use data stored or transmitted by the system for any commercial purpose of offeror or any third party. The offeror shall provide a specific process for handling spillage that ensures compliance with DoD requirements, including Army Spillage BBP, NIST Special Pub 800-88, DoD 5200.1-R chapter 10, and DoD 5220.22-M. g. Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) requires federal agencies to make their electronic and information technology accessible to people with disabilities. Respondents shall submit a Voluntary Product Accessibility Template ("VPAT") for each product in its proposed solution describing how the product supports (or fails to support) the accessibility features and functions described in Section 508. Responses to this solicitation will only be considered for further technical evaluation and award after it has been determined that the proposal adequately addresses and supports the requirements of Section 508. In accordance with Section 508 Subpart A §1194.2 (b), Agency will procure the product and services that best meet the accessibility standards of Section 508. h. All government records utilizing vendor's services shall be maintained in compliance with the requirements of the Federal Records Act, 44 USC Chap. 33, the E Government Act of 2002, 44 U.S.C. 101, and the implementing regulations issued by the National Archives and Records Administration (NARA) at 36 CFR 1200 et seq. In addition to the Federal requirements for records management, Department of Defense Directive Number 5015.2, DoD Records Management Program, all government records must be maintained and stored in a manner that: (1) is an accurate representation of the facts to which the record attests; (2) protects against any unauthorized use or alteration of the record; (3) maintains the physical and logical format of the records, and the relationships between the data elements; and (4) enables the transfer of records, including their associated metadata, to new storage media or formats. All government records shall be maintained so as to retain their functionality and integrity. Document "integrity" means the documents are complete and unaltered. "Functionality" means the document is kept in a usable format and, if necessary, is compatible with current hardware and software. Offeror shall be required to demonstrate how it ensures compliance with these requirements for its offered solution. i. The services shall include 24/7/365 day a year support via dedicated solution experts and an initial Service Level Agreement (SLA) prioritizing service requests by severity, description of services, a listing of its various severity levels including key performance parameters and other industry standard SLA information. A tiered approach, with pricing, to services is also welcomed. j. The solution shall implement new service features and upgrades in accordance with Federal Information Security Management Act and implementing regulations issued by NIST and DoD. The solution shall implement new features and upgrades with minimal disruption to the government. k. DoD is a HIPAA "Covered Entity" and the solution must describe the concept for compliance with the Health Insurance Portability and Accountability Act as well as PII. l. The offeror shall deliver a capability that provides basic and advanced users with a flexible way to view and analyze data from many perspectives, which can be customizable, potentially with technical assistance, as the most effective type of visualization highly depending on the data types and the task at hand. m. Shall be capable of synthesizing and matching large data sets into unique visualization types such as, slope, parallel coordinate, alluvial diagrams, sunbursts, circle packing, horizon charts, steam graphs, scatter plots, histograms etc. n. Demonstrate the ability to develop and create applications and templates which is able to pull live data feeds from the necessary Army data acquisition entities. o. Incorporate open source and portable standards to ensure interoperability with multiple tools and big data landscapes. p. Accuracy of the data provided will be dependent upon the sources. It is expected that the offeror will use authoritative data sources and will support for data cleansing to ensure accuracy of the data projected to users. An assessment of data accuracy will be provided to the end user to ensure users understand data accuracy and quality issues and corresponding proposed fixes will be included This will also require that data meshing and integration is done to ensure that integrity of the information is maintained. The authoritative data owner will regularly understand, upon request, how the data has been manipulated into informational visualization (dashboard) to produce the dashboard and in order to ensure accuracy in the results of the data and be provided "visual" access to the data throughout the implementation of the visualization tool. 4. Delivery of real-time or near real-time data visualization capabilities is initially restricted to less than 20 Army senior leaders and can potentially be scaled to leaders across the Army. The Government requests that potential performers provide up to an eight (8) page response containing the following information regarding proposed solutions: 1) Description of the technology or Commercial off the Shelf (COTS) solution; 2) Stage of product development cycle; 3) Conformance with the critical functionalities (Paragraph 3), as applicable; 4) Extent to which solution has been used to existing product development efforts; 5) Intellectual Property associated with the platform; 6) Willingness/ability to transfer/implement solution at a DoD facility; 7) Rough Order of Magnitude Cost (Include initial and potential tiers); 8) Pricing Methodologies; 9) Similar products or capabilities delivered to date. The offeror shall provide an estimated cost for development and integration, and Identify if there is any unusual lead time or intellectual property/data rights restrictions. Based on the results of the RFI, the Government may use the information to inform a RFP or similar apparatus to effect a prototype, proof of concept or objective solution. This is a market survey for planning purposes only. The information received under this announcement may be used for developing an acquisition strategy and the refinement of operational requirements. Capability statements, including attachments, are limited to eight (8) pages. Any capability statements, including attachments that are not submitted in MS WORD and/or MS EXCEL or PDF format will be rejected. Capability statements should include a minimum and maximum delivery schedule, business size (i.e. small/large/HUB Zone), CAGE Code and DUNS number, current contract/task order numbers, facility security clearance of the offeror, contract information and any information that can be used to determine contractor capability for providing similar products, the ability to modify existing products and/or develop new products that could meet the requirements described herein. The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government security classification markings. All written responses must be received by COB on 7 July 2017.
