- Postage Meter Rental (MI) 1. Objective The purpose of the purchase order is to provide postage meter rentals for the Michigan Farm Service Agency (FSA) county offices. 2. Background Work is to be accomplished for The United States Department of Agriculture (USDA) Farm Service Agency (FSA). FSA requires the rental of a postage meter for forty-seven (47) county offices throughout Michigan. This service will become effective July 1, 2017 and continue for one (1) one-year base period with two (2) one-year option period
