- THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via an Invitation for Bid in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. The solicitation is expected to be available on/about 7 July 2017. This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S Army Corps of Engineers, Honolulu District plans to solicit offers for a firm fixed-price contract to Replace Fuel Tanks at the Kwajalein Atoll, Republic of the Marshall Islands. The US Army Garrison, Kwajalein Atoll is located in the Republic of the Marshall Islands (RMI), approximately 2,135 miles southwest of Hawaii. The Marshall Islands is not a part of the U.S. or its outlying areas. Kwajalein Atoll is the world's largest coral atoll surrounding the world's largest lagoon. Eleven of the 100 islands comprising the Atoll are leased by the United States from the RMI government. Kwajalein Island is comprised of approximately 1.2 square miles of land mass and it the largest island in the atoll. It contains most of the Garrison's personnel and facilities, and is the hub of military logistics in the Pacific, supporting the other leased islands. The Government intends to solicit this requirement as an Unrestricted procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 237120, Oil and Gas Pipeline and Related Structures Construction. The small business size standard is $36.5M average annual revenue. This is a design-bid-build project. This requirement is for the replacement of ten existing fuel storage tanks with modern compliant above ground storage tanks. The project shall remove 10 bulk fuel storage tanks and replace with 8 new storage tanks for MUR, Diesel, and JP-5, provide a new filter building with JP-5 receipt filtration, and replace the POL Operations Building. Storage tanks shall be complete with associated civil, electrical, and mechanical work, concrete ring walls, a flexible membrane liner (FML) system under the tank floors, an FML in the diked containment areas, an interior/exterior coating system for welded steel petroleum tanks, cathodic protection and leak detection, automatic tank gauging systems, interstitial alarms, appropriate lightning suppression, primary and emergency vents, floating pans, marking, manual gauging, access manholes/ladders/catwalks, electrical power, independent audible and visual alarm systems, and new fuel piping. The new POL OPS building will include workspace, ATG consoles and pump/valve controls, break room, bathroom, testing room, and electrical and water service. Support facilities will include storm water management and spill containment systems. The phasing of this project will be extremely critical so that the mission at Kwajalein is not affected during construction. The facility shall be able to issue fuel, receive fuel and have an adequate MUR, Diesel and JP-5 bulk fuel supply during all phases of construction. Environmental Standards and Procedures for the United States Army Kwajalein Atoll (USAKA) in the Republic of the Marshall Islands will need to be adhered to. The solicitation and all amendments for this Invitation for Bid will be posted on https://www.fbo.gov. No CDs or hard copies will be made available. It is the offeror's responsibility to check for any posted changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offerors inability to access the documents posted at the referenced website. (a) A pre-bid site investigation and conference will be conducted by the Government on July 14, 2017, at 8:00 a.m., U.S. Army Kwajalein, Republic of the Marshall Islands. Due to limited logistical support, only two representative from the prime/subcontractor will be allowed to travel for purposes of attending the pre-bid site investigation and conference. Representatives who plan to attend will need to contact Ms. Laurie Arvey at laurie.arvey@usace.army.mil and provide a completed 55r Form NLT June 28, 2017. (b) Upon arrival at the Kwajalein Airport, participants will be met by a Government representative. Contractors are cautioned to schedule flights by contacting their commercial travel agent or United Airlines for arrival at Kwajalein on July 13, 2017. (Kwajalein time is 22 hours ahead of Hawaiian Standard Time.) Departure from Kwajalein on July 14, 2017. Contractors will be assigned one room (up to two people in each room) at approx. $109/night. (c) Written RFIs submitted by Contractors and answers provided by the Government, will be provided by amendment. Any answers, clarifications, or explanations given at the conference is not binding and will not qualify or change the terms of the IFB (including the plans and specifications), unless the IFB is amended in writing. (d) Attendance at the site investigation, including transportation and lodging, will be at the expense of the participant(s). Meals will be provided by the government.
