- 6/16/17 - The purpose of this Amendment A005 is to extend the closing date ONLY to allow for IBWC to post Q&As that were received prior to the Q&A dead line of 6/2/17. Bids and questions will not be accepted. Closing date is extended to June 21, 2016; 3:00 pm MST. Purpose of this Amendment A004 is to notify that all offers are to be submitted to the second point of contact Sylvia Grindstaff, sylvia.grindstaff@ibwc.gov. All offers that have been submitted to Angelica Baca shall be resubmitted to Sylvia Grindstaff. Due to the above the closing date has been extened to June 16, 2017, 3:00 pm MST to provide offerors sufficient time to resubmit offers to the above mentioned email. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 73093201084 and this solicitation is issued as a request for proposal (RFP) Subject to Availability of Funds (SAF) as per FAR 52.232-18. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95. This solicitation is posted as full and open competition. The associated North American Industry Classification System (NAICS) code is 423830 - Industrial Machinery and Equipment Merchant Wholesalersower. The US International Boundary & Water Commission is requesting one (1) Mobile Crane - TMS9000-2 Grove Crane or EQUIVALENT. This is a SAF (Subject to Availability of Funds) solicitation. Funding is not presently available. Refer to attached Scope of Work and Summary of Technical Specification to include dates and places of delivery, acceptance and FOB point. Offer Due Date/Local Time: June 16, 2017, 3:00 PM MST Q&A will be accepted by 6/2/17 via email ONLY to angelica.baca@ibwc.gov Questions received from Offerors after this date will not be responded to. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Please offer best pricing with initial discounts. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov.
