Description
Sources Sought Fillable Form This is a SOURCES SOUGHT notice. This is NOT a request for proposals. The U.S. Army Corps of Engineers, Detroit District, is seeking to identify potential contractors that have the capability to provide construction services associated with the repair of revetment structures on the shore of Portage Lake Harbor at Onekama Township, Manistee County, Michigan. The total length of repairs to the north and south revetments is approximately 1235' and 1400' respectively. Work may include: 1. Removal of concrete cap blocks, stone, timber revetment and piles, 2. Placement of new cantilever steel sheet pile wall, fill, toe, splash stone, reinforced concrete cap, rubble mound wave attenuators, splash stone, concrete walkway 3. Restoration of turf in all disturbed areas is required 4. Removal and replacement of cover stones which range in size from 5,000 to 10,000 pounds. Revetment repairs must be completed from the water, using marine-base plant or platforms due to load restrictions on the existing structures. A limited staging area would be provided adjacent to the south revetment. Any cranes and equipment would be the responsibility of the Contractor. ***** The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $36.5 million in average annual receipts. The estimated cost of construction is between $5 million and $10 million. This project is expected to be solicited in the Late Summer 2017 timeframe. Physical work is planned to begin in April 2018. ***** This is NOT a request for proposals. The purpose of this synopsis is to determine the interest, capability, and availability of qualified contractors to perform these services. This project is not currently set aside for any class of business. ALL qualified companies (large business, small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms, and other categories) are encouraged to respond. ***** In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: 1. A fully completed Sources Sought Information Request Form, which has been posted as an attachment to this notice. 2. If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying its total bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - Provide descriptions of two projects that are substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. 5. Descriptive statement of the contractor's capacity to perform this work at this location, addressing the ability to mobilize, subcontract as necessary, schedule, supervise, supply, and execute such work. 6. A statement indicating how much of the work would be self-performed by the potential prime contractor. ***** No basis for claim against the Government shall arise as a result of a response to this sources sought notice or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. ***** HOW TO RESPOND: Interested contractors are invited to respond in writing by submitting the required information by email.
