Description

The National Cemetery Administration is soliciting quotes under solicitation number VA786-17-Q-0417. This acquisition is 100% set aside for Veteran-Owned Small Businesses (VOSB). The NAICS Code is 238210 Electrical Contractors and Other Wiring Installation Contractors, Small Business Size Standard is $15.0 million. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary for installation of a control panel for the automation of the water system with a programmable logic controller (PLC) at the Fort Mitchell National Cemetery. This panel and PLC will allow for the automation and proper utilization of the existing irrigation system throughout the cemetery, and the continual pressure of the water lines within the cemetery. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described in the Statement of Work. Services include the training of six (6) employees on pump operation. Training shall be a minimum of one (1) hour. Location: Fort Mitchell National Cemetery, 553 Highway 165, Fort Mitchell, AL 36856 NOTE: OFFERORS MUST PROVIDE DESCRIPTIVE LITERATURE, TO INCLUDE ILLUSTRATIONS AND DRAWINGS OF THE MATERIALS TO BE PROVIDED, AND CURRENT WARRANTY PROVISIONS WITH THE QUOTATION TO SUPPORT THE GOVERNMENT S EVALUATION OF THE OFFERED PRODUCT(S). The contractor shall complete all work required in 30 calendar days or less upon receipt of the Notice to Proceed. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. *NOTE* VOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov when offers are submitted and at the time of award. (See Clause 852.219-11 VA Notice of Total Veteran-Owned Small Business Set-Aside.) Offers received from concerns that are not Veteran-owned Small Business (VOSB) concerns shall not be considered and will not be evaluated. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 23, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Offers are due at 2:00 P.M. ET on July 7, 2017. This Presolicitation Notice is to synopsize a proposed contract action. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
