- Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Statement of Work Attachment Draft Statement of Work THIS SPECIAL NOTICE IS IN REFERENCE TO THE MAY 19 TH, 2017 PRE-SOLICITATION NOTICE POSTED UNDER ST-133R-17-RP-0057, TITLED “ HIGH PERFORMANCE COMPUTING & COMMUNICATIONS (HPCC), RESEARCH AND DEVELOPMENT (R&D).” THIS IS NOT A SOLICITATION. THERE IS NO DRAFT OR FINAL SOLICITATION AVAILABLE AT THIS TIME. THE PRE-SOLICITATION NOTICE POSTED UNDER ST-133R-17-RP-0057 ADVISED THAT A SITE VISIT SPECIAL NOTICE WOULD BE POSTED TEN (10) DAYS AFTER THE DRAFT REQUEST FOR PROPOSAL (RFP) WAS ISSUED. HOWEVER, AT THIS TIME, THE GOVERNMENT IS STILL DEVELOPING THE DRAFT RFP; THUS, THIS SPECIAL NOTICE WILL BE ISSUED FIRST TO FACILITATE A PRODUCTIVE SET OF SITE VISITS. CURRENTLY, THE GOVERNMENT ANTICIPATES ISSUING THE DRAFT RFP ON OR ABOUT MID-JULY 2017. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Strategic Sourcing Acquisition Division (SSAD), located in Silver Spring, MD, intends to issue a solicitation for systems integration services in support of NOAA’s Research and Development High Performance Computing and Communications (R&D HPCC) infrastructure. The anticipated scope of the resultant contract is to provide systems integration services for the R&D HPCC system at the following locations: 1) The National Environmental Security Computing Center (NESCC), located at Fairmont, WV; 2) The Earth System Research Laboratory (ESRL), located in Boulder, CO; 3) The Geophysical Fluid Dynamics Laboratory (GFDL), located in Princeton, NJ. ; and 4) Any other High Performance Computing (HPC) location identified in the future. Systems integration services will entail operating, maintaining, and enhancing NOAA’s R&D HPCC systems and compute capability by providing the necessary personnel, expertise, HPC components (e.g. hardware, software, compute clusters, facilities, etc.), and project management capability for planned and emergent requirements. NOAA will host Site Visits at the respective R&D HPCC data centers which collectively house its R&D HPCC system. The schedule for the site visits is as follows: Tuesday, July 18, 2017 at 10:00 am EST NOAA Environmental Security Computing Center (NESCC) 1000 Galliher Drive Fairmont, West Virginia 26554 The security procedures for entry into the NOAA NESCC facility include the proof of government-issued identification (e.g. a Government issued driver’s license, passport, or green card for legal permanent residents). Please plan to arrive at no later than 9:00 am to ensure timely security screening. Thursday, July 20, 2017 at 10:00 am EST NOAA Geophysical Fluid Dynamics Laboratory (GFDL) 201 Forrestal Road Princeton, NJ 08540 The security procedures for entry into the NOAA GFDL facility may be found at https://www.gfdl.noaa.gov/hr-content/. Please plan to arrive at no later than 9:00 am to ensure timely security screening. Tuesday, July 25, 2017 at 10:00 am MT NOAA Earth System Research Laboratory (ESRL) 325 Broadway Boulder, CO 80305 The security procedures for entry into the NOAA ESRL facility may be found at http://www.boulder.noaa.gov/visitors. Please plan to arrive at no later than 9:00 am to ensure timely security screening. DOCUMENTATION REQUIRED FOR SITE VISITS: In addition to the security procedures provided on the web links above for each site, all interested parties who will be attending the site visit(s) shall submit an Attendees List to Berchan.Torrejon@noaa.gov no later than 5:00 pm EST Friday, June 30, 2017. The Attendees List should include the following information: · Name · US Citizenship Status · Company Name · Company Address · Company Position/Title · Commercial and Government Entity (CAGE) Code · Company Tax Identification Number · Telephone Number · E-mail Address · Site Visit Location(s) to Attend In addition to the above, the following information is required for any foreign nationals to be faxed to the attention of Dale Perry at (303)497-6821 and reference the date and site of the respective visit: · Date of Birth · Gender · Place of Birth · Citizenship · Country of Permanent Residence · Passport Number · Issuing Country for Passport Please find attached to this Special Notice the DRAFT Performance Work Statement (PWS) associated with the upcoming solicitation. This document is provided for informational purposes only: the Government reserves the right to revise or remove any information within the DRAFT PWS prior to DRAFT RFP or FINAL RFP release. If there are any questions to which your company would like answered at the respective site visit(s), please provide those questions to Claudia.Womble@noaa.gov no later than Friday, July 7, 2017 at 5:00pm EST. The Government will answer questions at the respective NOAA sites as well. It is anticipated that all written and oral questions and answers will be published in a subsequent update to this Special Notice on www.fbo.gov. The purpose of these site visits is to facilitate robust information exchanges between NOAA and industry to support the upcoming DRAFT and FINAL RFP release. With reference to any site visit correspondence, no Government response, either oral or written, shall be construed as binding. The Government reserves the right to revise any responses provided by any Government staff during the site visits. The resultant FINAL RFP shall set forth the final and binding requirements, notwithstanding any resultant amendments. Not participating in the Site Visits will not preclude interested parties from competing in the upcoming solicitation. No costs associated with Site Visit participation will be provided for or reimbursed by the Government. Interested vendors are responsible for visiting https://www.fbo.gov periodically for any changes or updates to this notice, as well as any notice of a future solicitation. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal.
