- The Great Lakes Environmental Research Laboratory (GLERL), located administratively within the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research intends to purchase a concept testing of molecular probes for the detection of microcystis (Cyanobacteria) with Sandwich Hybridization Assay (SHA) chemistry, to included technical support and supplies. GLERL has been given authority under a federal mandate under the recent Harmful Algal Bloom and Hypoxia Research Control Act (HABHRCA) legislation to detect and monitor harmful algal bloom (HAB) and toxicity in the Great Lakes. The microcystis testing is provided by Woods Hole Oceanographic Institution located in Woods Hole, MA. Woods Hole Oceanographic Institution has been identified as the only known source that can provide the needed services as specified below that will also meet the Government’s intended use. The requested services the only known qualified source, based upon the company is the primary user of the Environmental Sample Processor (ESP). Additionally Woods Hole Oceanographic Institution has developed Sandwich Hybridization Assay (SHA) chemistry to provide microcystis testing utilizing the ESP. The government would incur significant additional expense to attempt to re-create the already established SHA chemistry to allow for testing and detection of harmful algal bloom and hypoxia events. I f the GLERL cannot procure the needed microcystis testing, it will have a negative impact on the GLERL’s ability to effectively monitor harmful algal bloom(HAB) and toxicity in the Great Lakes. The requirements for the items are as follows: Ø Provide concept testing of molecular probes for the purpose of detection of microcystis (Cyanobacteria) with Sandwich Hybridization Assay (SHA) chemistry, to included technical support and supplies · Testing Period of Performance is 1 JUL 17-30 JUN 18 All items under this contract shall be FOB Destination and shall be delivered to the NOAA Great Lakes Environmental Research Laboratory (GLERL) located at 4840 South State Street, Ann Arbor, MI 48108. The intended procurement is for a microcystis testing for which the government intends to purchase under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Woods Hole Oceanographic Institution) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Woods Hole Oceanographic Institution, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed microcystis testing. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the microcystis testing. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided similar testing services. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 541380. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
