- Auction Description: Description of Construction Requirement: Construction of a temporary cofferdam withinthe outlet channel of Perry Dam and Reservoir, Perry, Kansas.d. The temporary cofferdam shallbe constructed directly downstream of the riprap section of the outlet channel. The outlet channelis comprised of a bedrock bottom and earthen side slopes. The earthen side slopes areapproximately on a 1:1 slope. An approximate cross section for the channel is included in theenclosed drawings. Final placement location s hall be approved by the Government prior toinstallation.a. Temporary Cofferdam. The Contractor shall provide labor and materials for theactual temporary cofferdam and will supervise Government personnel during installation, use,and removal of the temporary cofferdam. The Contractor is responsible to deliver the temporarycofferdam to the site. The Contractor is required to provide a Government with a list ofequipment necessary to inflate the bladder system four weeks prior to the delivery date. Uponcompletion of the dewatering effort, the Contractor will retain ownership of the temporarycofferdam materials. b. Plan. The Contractor shall be responsible for an installation and safetyplan, in accordance with EM 385-1-1, which will indicate the setup, procedures, and safetyprecautions. The Contractor shall submit this plan to the Government for approval andcoordination four weeks prior to the delivery of the temporary cofferdam. c. SafetyRequirements. The Contractor shall furnish all safety equipment and comply with all OSHAand Corps of Engineers safety regulations. The work shall be completed in accordance with therequirements contained herein. Hazardous Energy Control Program (HECP) training andpermits are required for entering the stilling basin. The contractor shall comply with OSHASUBJECT: Market Research for Cofferdam, Perry Lake Kansas2 Version 1.0safety regulations and the current version of U.S. Army Corps of Engineers Safety and HealthRequirements Manual (EM 385-1-1) This solicitation is being conducted using GSA Reverse Auctions which is an online quote solicitation platform where sellers successively bid prices down until the auction time ends and an award can be made to the apparent low bidder if it meets the soicitation terms and conditions and is technically acceptable. The Auction solicitation will begin on the date and time this solicitation is posted and will end on the date and time stated in this notice or as otherwise displayed in ReverseAuctions.gsa.gov. All quotes shall be submitted via the GSA Reverse Auctions platform. This will constitute the only opportunity for Offerors to submit pricing for this solicitation; offline bids will not be accepted. Offerors shall submit pricing and any requested or applicable attachments in accordance with the terms and conditions of the solicitation. Offerors that are not currently registered for Open Market in GSA Reverse Auctions should complete the following steps to complete their registration: Step 1: Go to reverseauctions.gsa.gov Step 2: Click on VENDOR LOGIN on the top right hand corner Step 3: Click on Open market vendor registration link at the bottom Step 4: Complete registration information (Note: If you would like to receive email notifications based on a particular NAICS Code or Codes) Select Add NAICs Codes. Ten codes can be selected by clicking the Add NAICS Code button. Step 5: Once you submit registration you will receive an email notification to confirm registration. Once registration is confirmed you will be able to login with username and password that you setup.
