- This Notice is for planning purposes only and is not a Request for Proposal, Request for Quotation, or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. The National Institute of Standards and Technology (NIST) is seeking to identify sources capable of providing a water tank rental at the NIST Engineering Laboratory. Background Information: The Intelligent Systems Division (ISD) of the National Institute of Standards and Technology (NIST) has a requirement for a water tank in which to develop tests for underwater response robots. ISD has been developing metrics and tests for ground, aerial, and aquatic response robots for many years and aquatic robots require a water environment in which to test. Since NIST does not have a suitable water tank or pool with clear water in which to develop and validate tests for underwater response robots, we need to rent a tank large enough for these kinds of tests. A frac tank fulfills this purpose. Description of Requirement: The objective is to rent a frac tank that will be delivered to NIST at the start of the rental period and picked up from NIST at the end of the rental period. The rental period for one (1) calendar year with options to extend the rental for up to four (4) additional years. During the rental period of the frac tank NIST intends to validate several existing underwater tests and to develop needed new tests and metrics for underwater response robots. The Contractor must deliver the frac tank at the start of the rental period and pick up the frac tank from NIST at the end of the rental period. Minimum Specifications: The tank must have a capacity of 18,000 gallons or greater. The tank must have an inside width of 7 ft or more. The tank must have an inside depth of 7 ft or more. The tank must have an inside length of 30 ft or more. The tank must have an open top without lids. The tank must not have ribs (i.e., stiffeners) inside the tank, but ribs along the open top of the top are allowed provided that they are spaced no less than 3 ft apart. The tank must have smooth or corrugated interior walls (preference given to smooth walls). The tank interior must be coated to prevent corrosion. The tank interior must be painted in a white or other light colored paint. The tank interior must be unobstructed along its entire length (i.e., cannot have ribs, baffles, or stiffeners). The tank bottom must be either flat or V-shaped (preference given to flat bottom tanks). The tank must have a ladder or stairs leading to the top of one end (or both ends) of the tank. The tank exterior and interior must be in good shape with little or no visible corrosion and little or no visible indentations. All valves, portholes, and fittings on the tank must be water tight and should not leak. Instructions / Required Submissions: Interested parties shall describe the capabilities of their organization as it relates to the services described above. The small business size standard associated with the anticipated NAICS code for this effort is 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing with a small business size standard of $32.5 million. Interested parties shall include their business size classification and socio-economic status in response to this notice. The following information is required to be provided as part of the response to this sources sought notice: 1. Documentation/Description of capabilities, which clearly demonstrates the capability of providing the digital image correlation system; 2. Documentation of any relevant experience in providing the required sensors; 3. Name, Address, DUNS number, CAGE code, business size, and point of contact information of the company; 4. Indication of whether the services described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contract(s) or Government-wide Acquisition Contracts (GWACs) and, if so, the applicable contract number(s). 5. Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. All information considered pertinent to the covered requirement shall be sent to Divya Langhnoja, via e-mail at divya.langhnoja@nist.gov. Information submitted shall be specific and address the aforementioned requirement. Submissions shall be received not later than 5:00 p.m. Eastern Standard Time on June 19, 2017. General Information: After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside.
