- 1. Introduction Notice of Intent- the United States Army Corps of Engineers (USACE), San Francisco District intends to award Sole Source contract to Noble Consultants, Inc. 2. Description of Services The Contractor shall provide technical support during the construction of the Berryessa Creek Flood Control project. The ongoing construction project is currently 24% complete. Technical support will be required from the Designer of Record (DOR) and is likely to consist of the following activities during the construction period of performance: a) Review of the builder's technical submittals requiring Government approval. This activity will be exclusively engineering support and may vary in scope from validating technical elements of the construction schedule to serving as the sole reviewer of a technical submittal. This activity will not include support for non-technical submittals (e.g. Safety Plan) requiring Government approval. b) Support the Government in responding to builder submitted requests for information (RFI). It is assumed that the Government COR will receive up to 40 RFI from the time of award of this contract. This activity will include technical RFIs requiring the Designer of Record's review and provision of answers to the builder via the COR. RFI answers may require design services that include re-design and revision of drawings and specifications in order to address the RFI. The Government assumes that re-design is only required in circumstance of unforeseen site conditions and if the intended design cannot be constructed. Responses to RFIs are typically to provide clarity relative to the designer's intent, the contract content, and the builder's interpretation of the work. Responses may require minor extensions of the design to accommodate discoveries during construction c) Provide technical support to USACE staff administering the construction contract. This activity will include the participation in four 1-hour meetings held at the construction site or USACE offices. 3. Authority: FAR 6.302-11(a)(2)(iii), Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements. 4. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
