- Pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, FEMA intends to enter into a sole source contract with Concurrent Technologies Corporation (CTC) of Johnstown, PA. CTC is has unique qualifications and experience with the Federal/Emergency Response Readiness Reporting System (RRS) that demonstrates it is the only source available to perform this requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Under this requirement, the contractor shall provide enhancement support for RRS. FEMA has a requirement contained in NSPD-51 I HSPD-20 to develop critical systems that must be designed for resiliency and endurance. To meet this mission requirement, FEMA requires contractor support to perform project management, system analysis, system engineering, software design and development, integration, testing, installation, enhancement, training, operation, and maintenance, to include help desk services, back up site support, and system and strategic documentation. The Contractor shall implement the Software Engineering Institute - Capability Maturity Model (SEI-CMM) Level-3 and/or (IEEE) Standard 12207 in the performance of this task order. Whenever feasible, the RRS system uses commercial-off-the-shelf operating architecture but will adhere to all requirements of DHS/FEMA Enterprise Architecture and Intelligence Community Directive (ICD) 503.This includes development and delivery of documentation, government purpose data rights executable software, and software source code with "build" instructions. Ultimately, the Contractor shall support the DHS Software and the development Life Cycle process. The solutions must meet National Security Agency (NSA) and all applicable security requirements, including GIG Memorandum No. 6-8510, Department of Defense Global Information Grid Information Assurance, CJCSI 6510.0 l C, April 2001, Information Assurance and Computer Network Defense, Department of Defense Instruction 8510.01, 28 Nov 2007, and Department of Defense Information Assurance Certification and Accreditation Process. (DIACAP) along with any inherit attributes of hosting network enclave.
