Description
This is a modification to the NOTICE OF INTENT to award an 8(a) competitive set aside contract for continued support for the Information Technology/Information Management (IT/IM) Department Base Telephone Office (BTO). This modification is revising the NAICS code to 517311 - "Wired Telecommunications Carriers", which is under the valid 2017 valid NAICS code listing, adding incumbent information and uploading the SOW. The BTO is responsible for providing voice telecommunications services, Low Bit Rate Video (LBRV) circuits and long haul data communications links, for the IT/IM customer community, which includes the Naval Air Systems Command (NAVAIR), Washington Liaison Office (WLO) and Washington Planning Center (WPC) Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Station (NAS) Patuxent River, NAS based tenants, NAWCAD Webster Field MD, Naval Recreation Center (NRC) Solomons Island and other Naval activities with whom the command may be required to establish voice communications with in support of its mission. The IT/IM Department is responsible for the day-to-day operation of this current system as well as extensive long range planning efforts to utilize emerging new technologies and comply with Department of Defense (DOD) and Department of the Navy (DON) policies and directives. This includes providing timely and efficient delivery of services required to support the telecommunications network environment and the administration and maintenance of a Government office circuit switching system, seven optical remote modules (ORMs), with over 30,000 integrated services digital network (ISDN) and analog phone lines and handsets, voice mail service with approximately 16,000 accounts and Defense Information Systems Agency (DISA), Local Exchange Carrier (LEC) and NAS Patuxent River provided circuits. The scope of this work includes analysis and design, programming, software conversion, production support, system maintenance, and software engineering for 5 Electronic Switching System (5ESS) and any other peripheral equipment, Callegra voicemail systems, digital and analog handsets, outside cable plant and inside premises wiring. Additionally the contractor will support and manage approximately 3,000 wireless devices working directly with both individual customers and carriers to provide services. Administrative support, such as maintaining documentation processes and procedures, asset management and billing, are also required. The work also encompasses long range planning recommendations in support of the DON, NAVAIR, NAWCAD, IT/IM and BTO. The Government intends to solicit and negotiate a competitive contract with registered 8(a) set-aside companies. The location of performance is Patuxent River, Maryland. The period of performance for this effort will be one base year with four option years starting December 1, 2018 through November 30, 2023, if all options are exercised. The NAICS Code will be 517311- "Wired Telecommunications Carriers". THIS IS A NOTICE OF INTENT ONLY; IT IS NOT A REQUEST FOR PROPOSALS. To be eligible to receive the award based on these requirements a contractor must be registered in Systems for Award Management (SAM) - NO EXCEPTIONS. To register, contractors may apply through the internet at http://www.sam.gov. It is anticipated that the solicitation will be released via the internet and FedBizOpps on or about August 2017. This is a follow-on requirement to a Cost Plus Fixed Fee(CPFF) Small Business 8(a) competitive requirement to KeThink SFS (N00421-14-C-0002).
