- The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The NMFS seeks a research partner for the Northeast Fisheries Science Center Observer Program (NEFOP). The Contractor shall perform quality environmental, biological, and fisheries operations data collection, data analysis, and information dissemination for the NEFSC. Data quality is extremely important as it is used by scientists and policy makers in making informed decisions regarding stock assessments, fisheries management, and maintaining the nation's marine resources. Observers are placed aboard U.S. domestic fishing vessels to monitor and observe living marine resources and associated communities to provide information on biota, their habitats, and the human activities and actions that may impact coastal and ocean ecosystems. This requirement is expected to result in a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract award. The IDIQ will have a Ordering Period of 60 months. This is a 100% Total Small Business Set-aside. The applicable NAICS Code is 541712 (Research and development in the physical, engineering, and life sciences (except biotechnology)), which has a corresponding size standard of 1000 Employees. The solicitation and proposed IDIQ contract vehicle will be issued utilizing FAR Part 12 and FAR Part 15. The Award will be made to the offeror whose offer meets all solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Proposal (RFP). The anticipated award date is October 2017. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
