Description

Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a Sole Source Firm-Fixed Price Purchase Order with IHS Markit for providing full suite online access to AASHTO Standards Subscription to support historical standards versions and unlimited FHWA Users logins. No other source can satisfy this requirement as IHS Markit is the sole provider of the annual AASHTO Standards License subscription that includes historical standards versions, unlimited user logins at the specified sites, and all AASHTO standards in one online portal. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by June 30, 2017 at 12:00 PM EST. All questions concerning this matter should be addressed directly to Ms. Koren Wheeler at Koren.wheeler@dot.gov.
