Description
The United States Army Corps of Engineers, Portland District is soliciting vendors for a non-personal services contract to provide forest management and fuels reduction services, such as thinning of trees and lopping slash debris, on U.S. Army Corps of Engineers (COE) owned lands at the Elk Creek area of the Rogue River Basin Project. This will be a firm fixed priced purchase order with a period of performance from the date of contract award through February 28, 2018. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform vegetation thinning and lopping as detailed in the Performance Work Statement (PWS) that will be provided as an attachment when the formal request for quote is issued. This is a commercial service, as such, publicizing and response times may be shortened to only allow potential offerors a reasonable opportunity to respond in accordance with FAR 5.203. The Base Contract will include 134 acres near the Lower Trailhead at Elk Creek. The Rogue River Basin Project has several congressionally authorized purposes, one of which is to improve the natural resources on its lands, including water quality and wildlife habitat. Forest stand management, including thinning and lopping of slash, has been used at the Project in the past to meet these and other natural resource management missions. Fuels management is also a tool used to improve forest health and resiliency, to reduce risk of catastrophic wildfire, and to facilitate prescribed burning. The objectives of this project are to promote the growth of healthy forest stands, with canopy structure, density of trees per acre, and fuel loading appropriate for a natural forest ecosystem. To reduce the risk of catastrophic wildland fire by reducing ladder fuels provided by small tress and to break up canopy continuity. In specific locations, to promote the health and function of remnant black/white oak savannah. This solicitation is set-aside 100% for participation by Small Business concerns.
