- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. Background: The Production Systems Group (PSG) of Intelligent Systems Division (ISD) at NIST has the qualification of additive manufacturing project related to dimensional measurement and defect detection of three-dimensional (3D) X-ray Computed Tomography (XCT) datasets of additively manufactured components. The dimensional measurement based on XCT images is an emerging topic of research, which requires an accurate surface detection. Surface detection capabilities with sub-voxel accuracy based on ISO50 threshold and local adaptive algorithms are required. In addition, accurate detection and measurement of porosity in metal additively manufactured part is needed to quality a part. To aid this effort, PSG is acquiring a software to perform sub-voxel surface detection, coordinate measurements, nominal/actual comparison and porosity measurements. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210- Software Publisher, with a small business size standard of $38.5M. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. This requirement is a 100% small business set aside. This is a Brand Name Only Requirement to purchase Volume Graphics VG Studio Max 3.0 Cast and Mold Package Node Locked software licenses. The VG Studio software is the only brand name software with a capability to determine surfaces with sub-voxel accuracy. As dimensional measurements are performed based on the detected surfaces, it is critical to have 1/10 of the voxel size accuracy for the measurements. The VG Studio Mad 3.0 Cast and Mold also provides capability to compare CAD and XCT data. In addition to the dimensional measurements, it is required to measure porosity or inclusive in a part with high confidence. It is necessary to perform both dimensional and porosity measurements in a consistent manner using the same software. VG Studio Max is the only software package capable in accomplishing the project objectives and to reduce accuracies of the dimensional and porosity measurements.
