- Summary of Changes for Amendment 2 BAA-AFRL-AFOSR-2017-0003 Amendment 2 The Air Force Research Laboratory's AF Office of Scientific Research (we, us, our, AFRL, and AFOSR) seeks unclassified proposals for advanced research to provide advances in our understanding of the boundary layer transition physics and transition front evolution on a low-curvature concave surface with a swept leading edge at high Mach numbers. The Boundary Layer Transition (BOLT) project is coordinated by AFRL/AFOSR and will be carried out in collaboration with the Air Force Research Laboratory Aerospace Systems Directorate (AFRL/RQ), the Winning Team under this competition, and an academic-led team chosen separately under the BAA-AFRL-AFOSR-2017-0001 competition. The academic-led team will be referred to as the "AFOSR Performers" throughout this BAA. We refer to the prospective award recipient for this BAA as the "Winning Team" throughout this announcement. The principal tasks of this BAA are providing the Launch Vehicle System, securing the test range, and conducting the launch event for the Flight Geometry provided by the AFOSR Performers. We anticipate not more than $1.787 million in total funding will be made available for one (1) award of three (3) years duration in the form of a grant, cooperative agreement, or contract to an eligible Non-Federal entity under the authority of 10 U.S.C. 2358. Applicants must be eligible to receive International Trafficking in Arms Regulation (ITAR) restricted hardware, comply with ITAR requirements, and must support this eligibility and capacity in the proposal. Applicants must demonstrate competency in hypersonic aerodynamics and hypersonic flight test. Further, proposers should be recognized by their peer community for sound technical contributions to the field of experimental hypersonics. Amendment 1 was posted on 18 May 2017, and entirely replaces the initial announcement. The purpose of the amendment was to extend the proposal due date by fourteen (14) days from 11:59 PM Eastern time on 09 Jun 2017 to 11:59 PM Eastern time on 23 Jun 2017. Accordingly, pre-proposal inquiries and questions should be received in writing by electronic mail not later than 11:59 PM Eastern time on 5 Jun 2017. Amendment 2 was posted on 16 Jun 2017, and entirely replaces all earlier versions of this announcement. The purpose of the amendment was to extend the proposal due date by thirty (30) days from 11:59 PM Eastern time on 23 Jun 2017 to 11:59 PM Eastern time on 23 Jul 2017. Accordingly, pre-proposal inquiries and questions should be received in writing by electronic mail not later than 11:59 PM Eastern time on 5 Jul 2017. Applications must be submitted electronically using the instructions provided in the announcement.
