- The CDC intends to issue a sole source BPS to Emory University for the procurement of acquiring a variety of fresh blood products for research purposes on a "call" or "as needed" basis. The Centers for Disease Control and Prevention (CDC) regularly requires freshly drawn whole blood, serum, plasma, mononuclear white cell and platelet concentrates for research purposes, for reagents, and as "normal" control materials. To enhance the safety of CDC personnel handling these materials, the blood/blood products, or the donors thereof, must be screened for evidence of possible infections by specific testing. At the same time, donor confidentiality must be assured and adequate counseling must be available, in case any specimens or donors test positive for certain transmissible infections. THE PURPOSE OF THIS CONTRACT IS TO PROVIDE, ON A TIMELY BASIS, THE BLOOD/BLOOD PRODUCTS, THE TESTING, ANY REQUIRED COUNSELING, AND THE REQUIRED DEGREE OF CONFIDENTIALITY. The needs of CDC investigators for fresh blood/blood products are many and varied. Specialized fresh blood and blood products collected through the present acquisition program are used as reagents, biological products, and control materials in research projects and for reference diagnostic purposes. Included are products collected through an apheresis program in which plasma or specific blood cells are separated and removed from donors. CDC Investigators are not provided with any identifier or personal identity information (PII) which can be traced to any specific donor. Participation as donor in the program is entirely voluntary. Donors are reimbursed using a CDC-approved fee schedule. An average of 5-10 donors per week is currently phlebotomized in this program. The majority of phlebotomies are performed at the CDC Clifton Road facility or couriered to this facility, as needed. In general, fresh blood specimens are required 4-5 days each week and need to be in the investigators' laboratories within 2 hours or less of drawing and, because of the work schedules, be available before 08:00 am. Apheresis products (lymphocytopheresis, plasmapheresis, and occasionally plateletpheresis) are requested 1-2 times per week and are required by the investigators before 11:30 - 12:00 pm. Fresh blood specimen size varies from 3 mL to 210 mL as well as regular requests for whole units. In 2015, for example, 204 donations of 200 mL or less were requested from the fresh whole blood/blood products program, 5 donations ranging from 201 mL to 450 mL, 30 blood spot card and blood draws of less than 2mo mL, and 5 lymphocytopheresis procedures were provided. Technical requirement relative to this project include: 1. Develop, or have access to, a numerically adequate pool of apparently healthy volunteer donors. 2. Provide freshly drawn human blood, on request, up to five (5) days per week. 3. Provide apheresis products, on request, two to four times per week 4. Phlebotomy facilities. 5. Donor scheduling. 6. Testing for the prevention of disease transmission. 7. Consent, confidentiality, and Human Subjects Review. 8. Labeling, packaging, and time(s)/places of delivery of fresh whole blood/blood products 9. Invoice Preparation and Record keeping 10. Security Compliance All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
