Description

This is a pre-solicitation notice for the purposes of soliciting Small Business Concerns that are either a current authorized Toro distributor (for the Wisconsin Region), or an authorized dealer for another OEM product line (utility vehicle) that is comparable with the Government s Brand Name or Equal requirements specified herein. The site requiring the utility vehicle is the Wood National Cemetery, Milwaukee, Wisconsin. Some preliminary/pre-release considerations are as follows: Evidence of Current registration in SAMS; Identification of a proposed comparable utility vehicle by Make, Model, and Part Numbers as applicable. Sufficient Product Literature and/ or supporting Technical Specifications that clearly identify how a proposed competitive utility vehicle clearly meets or exceeds the specified brand name or equal requirements. The Government will NOT execute any additional market research in the effort to determine if a competitive product meets requirements. Evidence of actual Original End Manufacturer (OEM) status as an authorized dealer for the specified company for the proposed brand name or equal requirements. Any and all other Request for Quote requirements outlined in the released document. The specified Toro Make, Model, and Related Parts are as follows: Toro Workman Model #07387 HDX-D-4WD (1 Each) Item or Part 1 # 07392 ROPS Certified Hard Cab (1 Each) Item or Part 2 # 07349 Cab Heater (1 Each) Item or Part 3 # 07393 Door Kit (1 Each) Item or Part 4 # 107-8037- Kit-Back up Alarm (1 Each) Item or Part 5 # 120-5045- Brake and Signal Light Kit, HD (1 Each) Item or Part 6 # 130-5484 Kit, Beacon (1 Each) Item or Part 7 # 130-5448 Kit-Mirror, Exterior (1 Each) The related Brand Name or Equal requirements are as follows: Toro Workman Maximum Load bearing (or equivalent proposed unit) needs to be a minimum of 2785 pounds to accommodate the amount of sand and topsoil needed to complete interment and reduce the amount of times entering the gravesite section, thus reducing wear tear of turf and possible headstone marker damage. Cargo bed square footage must not be smaller than 21 square feet for stability to haul larger sheets of plywood needed for interments. Proposed model has rugged heavy duty I beam axle that s stronger then tubular design and provides stability and strength along with dual independent leaf spring and shock absorbers. With the specified 4-wheel hydraulic disc brakes, there is significantly better control and stopping power. Based on grounds experience hydraulic disc brakes safer. Cemetery operations entail commuting and navigating tight work areas/spaces such as between headstones. Inability to have such control could result in the damage of Government property ranging from sod, to markers and headstones. Submitted documentation suggests or demonstrates that the standard warranty is two full years for parts and labor. Electronic Fuel-injection (EFI) engine with a 15 to 20% increase in fuel economy, instant cold weather start to aide in northern winter conditions. Please provide a DUNS number also so the Government can verify SAMS registration status. Proposals will not be accepted at this time. A Request for Quote will be subsequently issued at a later date. Turnaround for receipt of offers will be expedited.
